Downloadable (with restrictions)! Huggins R. Regional competitive intelligence: benchmarking and policy-making, Regional Studies. Benchmarking exercises have become increasingly popular within the sphere of regional policy-making. This paper analyses the concept of regional benchmarking and its links with regional policy-making processes. It develops a typology of regional benchmarking exercises and benchmarkers, and critically reviews the literature. It is argued that critics of regional benchmarking fail to take account of the variety and development of regional benchmarking systems. It is suggested that while benchmarking exercises are informing policy adaptation and innovation, they have been constrained by political and financial factors. It is concluded that regional benchmarking is facilitating the heightened regional interaction necessitated by globalization. [image omitted] Huggins R. Benchmarking can be carried out against any organisation or target that is deemed to be best in class. A full benchmarking exercise will involve not only the collection and comparison of data, but will include fact-finding studies to unearth the reasons for superior performance. Data driven benchmarking is made easy now that suites of KPIs are published nationally. Care must be taken to select the correct set. When an organisation wishes to carry out fact-finding studies as part of benchmarking, it can carry these out in one of three ways:. ...
A testing system and method for benchmarking computer systems. The system includes a store containing a scalable set of tasks to be performed to produce a solution in ever-increasing degrees of resolution as a larger number of the tasks are performed. A timing and control module allots to each computer a fixed benchmarking interval in which to perform the stored tasks. Means are provided for determining, after completion of the benchmarking interval, the degree of progress through the scalable set of tasks and for producing a benchmarking rating relating to the degree of progress for each computer.
The NYC Benchmarking Law requires owners of large buildings to annually measure their energy and water consumption in a process called benchmarking. The law standardizes this process by requiring building owners to enter their annual energy and water use in the U.S. Environmental Protection Agencys (EPA) online tool, ENERGY STAR Portfolio Manager® (opens in new window) and use the tool to submit data to the City. This data informs gives building owners about a buildings energy and water consumption compared to similar buildings, and tracks progress year over year to help in energy efficiency planning.. Benchmarking data is also disclosed publicly, analyzed in reports, visualized in the NYC Energy and Water Performance Map, included in energy efficiency policy development efforts such as the Buildings Technical Working Group Final Report, and used to develop free resources such as the NYC Retrofit Accelerator and Community Retrofit NYC to help building owners use less energy and save money. ...

Downloadable! This study proposes a managerial accounting research design that bridges a gap between firm productivity based on frontier techniques and strategic management. In doing so, it operationalizes the theoretical frameworks based on the endogenous components of across-firms heterogeneous resources and routines, which are fundamental for firm performance. The design focuses on industry-level benchmarking to analyze changes in performance and organizational knowledge investments, and proposes some indicators for firm-level strategic benchmarking. An analysis of a twelve-years panel of the U.S. technology hardware and equipment industry illustrates the usefulness of the proposals. Findings reveal wider gaps between better and worse performers following economic distress. Increasing intangibles stocks is positively associated with changes in frontier benchmarking, while enhancing R&D spending is linked to frontier shifts. The discussion develops managerial interpretations suitable for control and
A questionnaire was designed and piloted with the help of a consulting firm with expertise in benchmarking. In all, the questionnaire was distributed to a sample of 15 operating offices in headquarters and the six regions. Three main elements were incorporated in the questionnaire. First, questions relating to the level of responsibilities of the respondent and the business profile of their operations. Second, questions on the level of resources (FTEs) used to support the finance functions and their associated processes. This approach assumed that the people cost is the main driver of cost within the finance functions. Third, whether the office was applying formal or informal measures (including the set of measures developed earlier) for measuring performance in each of the areas covered by the study and if so, what they were. This was a precursor to the main survey and the results were used to develop the main survey questionnaire.. Choose benchmarking partners. The search for benchmarking ...

Igniters, All critical code changes should be covered by benchmarks. Currently, community have no dedicated benchmarking service. Everyone can run yandstick locally, but this seems to be useless. You have to run cluster on 4 clients and 4 servers, at least. Currently it is not possible for me to perform benchmarking using 8+ real servers. Also, some automation requred to have reliable check of two branchs with one feature difference, since yardstick will provide you branch check, not a branches comparision. So, my question is: Is there anybody at community able to perform benchmarks on real hardware and already have automation to compare 2 branches ...

In the context of a university library, quality management encompasses planning, service evaluation, performance monitoring, client satisfaction, continuous improvement and, most importantly, the relationships and interactions between these. This paper will discuss the outcomes of a benchmarking project undertaken in 2005-2006 by the university Libraries of the Australian Technology Network (LATN), which aimed to establish best practice in quality management within ATN libraries. While the project achieved its objective of establishing best practice, its outcomes have also highlighted that leadership plays a key role - from the conception to the embedding - in a librarys quality management program and culture of quality. The influence of the library leader (university librarian or equivalent) is unequivocal in the effectiveness of a librarys quality management program. Outcomes of the LATN benchmarking project also illustrate that the leadership displayed by others is pivotal in the ...

Provided courtesy of FM BENCHMARKING. As you can see, there are some significant changes in our ranking position that are made simply by better peer group comparisons from applying filters. A true peer group comparison shows our facility near the middle of the 3rd quartile. That isnt a great position and indicates a need for additional analysis to see why our costs are so high.. To reduce our maintenance costs, the next step in the process would be to see which Best Practices are being employed by the buildings that our to the left of ours in the chart. We then can see what we may do differently in our facility. Well present more on this in next months article.. In conclusion you can see how the application of filters can impact your relative rankings in a very significant way. This allows for comparisons to a more similar peer group and is a much more effective way of using benchmarking tools. ...

Computational methods provide approaches to identify epitopes in protein Ags to help characterizing potential biomarkers identified by high-throughput genomic or proteomic experiments. PEPOP version 1.0 was developed as an antigenic or immunogenic peptide prediction tool. We have now improved this tool by implementing 32 new methods (PEPOP version 2.0) to guide the choice of peptides that mimic discontinuous epitopes and thus potentially able to replace the cognate protein Ag in its interaction with an Ab. In the present work, we describe these new methods and the benchmarking of their performances. Benchmarking was carried out by comparing the peptides predicted by the different methods and the corresponding epitopes determined by X-ray crystallography in a dataset of 75 Ag-Ab complexes. The Sensitivity (Se) and Positive Predictive Value (PPV) parameters were used to assess the performance of these methods. The results were compared to that of peptides obtained either by chance or by using the

On July 10th Architelos released the first NameSentry Report, benchmarking abuse levels in the domain name industry. For some time now, a debate has raged about the potential impact of new gTLDs on Internet safety and security, namely abusive registrations such as phishing, spam, malware, and so on. However, without benchmarking the current state, how can we realistically evaluate if new gTLDs have made any measureable difference in the level of abuse?

The Benchmarks Regulation is directly applicable regulation in the Member States.. The Regulation entered into force on 30 June 2016 but, excluding certain exemptions on critical benchmarks, it was not applicable until 1 January 2018.. Administrators located in the EU that provided benchmarks already before 30 June 2016 may continue the provision of benchmarks without authorisation or registration under the transitional provisions until 1 January 2020 or, if the benchmark is a critical benchmark, until 31 December 2021. Supervised entities may also continue the use of benchmarks until the end of the transition periods. In accordance with ESMAs interpretation, the same also applies to administrators that begin the provision of benchmarks after 30 June 2016 but before 1 January 2018, but not to new benchmarks provided by them after 1 January 2018.. According to ESMAs interpretation, such benchmarks provided by an administrator located in a third country that are not included in the ESMA register ...

The findings from this first-ever assessment of levels and trends in coverage of key MCH interventions across districts in Zambia show that substantial progress has been made in scaling up interventions such as malaria control and pentavalent immunization, as well as EBF. At the same time, stagnation and declines of intervention coverage occurred for routine services such as ANC4, SBA, and polio immunization. This district-level analysis revealed marked inequalities in coverage, particularly for maternal health interventions. Rates of progress for routine services varied substantially across districts, while rapidly scaled up interventions showed more uniform improvements across the country. Benchmarking performance of districts in delivering key interventions offers important insights and action points for policymakers, enabling them to identify underperforming districts and interventions with declining trends, as well as understand the largest disparities across districts.. This study revealed ...

With browser-enabled applications, performance testing can begin earlier than with traditional development platforms. Testing for sizing purposes can begin with the first functional version of new applications. This early testing can provide sizing estimates for future benchmark labs, product marketing models, focus on optimization opportunities, and preliminary platform configurations. This talk will explore early testing of a Web application based on Active Server Pages and Microsoft Internet Information Server, but could apply to any n-tier architecture. The features of load testing tools that will be demonstrated include capture of real user actions to create a virtual user script, enhancement of scripts to represent a realistic community of users, monitoring of virtual users and platforms during a test, and finally analysis and reporting of the results ...
In 2005 the geological surveys of Norway (NGU), Finland (GTK) and Great Britain (BGS) took part in a joint benchmarking exercise to compare practices, performance, strategies etc. at the survey laboratories. The ultimate purpose of the exercise was to provide a benchmark for improving laboratory performance, and help each laboratory and its parent survey prepare for up-coming strategic challenges. The laboratories are different in scales: NGU has the smallest laboratory operated at 19 manpower years (MPY) and GTK has the largest with 115 MPY. The BGS laboratories emplyed 44 MPY. The survey laboratories also have differing strategies with regards to commercial operation. Where the NGU laboratories bill 95% of the data production internally, the internal services at GTK and BGS laboratories accounts for only 50 and 35% respectively. In terms of relative spending in administration and production, R&D, level of investment, earnings, applications and equipment, as well as future expectations the ...

Internet-Draft Benchmarking IPsec - Terminology March 2006 Oakley [RFC2412] and SKEME [SKEME] key exchanges inside the ISAKMP framework. While IKE can be used with other protocols, its initial implementation is with the IPsec protocol. IKE provides authentication of the IPsec peers, negotiates IPsec security associations, and establishes IPsec keys. The AH and ESP protocols each support two modes of operation: transport mode and tunnel mode. In transport mode, two hosts provide protection primarily for upper-layer protocols. The cryptographic endpoints (where the encryption and decryption take place) are the source and destination of the data packet. In IPv4, a transport mode security protocol header appears immediately after the IP header and before any higher-layer protocols (such as TCP or UDP). In IPv6, the security protocol header appears after the base IP header and selected extension headers. It may appear before or after destination options but must appear before next layer protocols ...

Second iteration: ingress port 2 sending line rate to egress port 3, while port 4 sending a known low amount of over-subscription traffic (1% recommended) with same packet size to the egress port 3. Measure the buffer size value by multiplying the number of extra frames sent by the frame size. Last iteration: ingress port N-2 sending line rate traffic to egress port N-1, while port N sending a known low amount of over- subscription traffic (1% ...
A system and a method is disclosed for analyzing, benchmarking and tuning an object oriented database (OODB) and applications with a trace based technique. Code associated with the application is augmented with a plurality of instructions that define the production of an application execution trace and a database layout trace during execution of the application with a database. A precompiler or manual or automatic techniques are used to augment source code associated with the application. Alternatively, an instrumentor can be employed to augment object code associated with the application. A simulator employs the database layout trace and the application execution trace to simulate the execution of the application with an OODB selected by the user. The simulator may be ported to different OODBs or platforms. The simulator produces results associated with the simulation for input to a data analyzer. The data analyzer includes a user interface that enables a user to modify the simulation and can display

On 1 January 2018, new rules for benchmarks started to apply in the EU via the Benchmarks Regulation (BMR). The new regulation affects all firms providing indices that are used as benchmarks and the firms that contribute input data to such indices. The regulation affects firms that use the benchmarks if the firms are subject to FIs supervision ...
The core research in the lab is broadly divided into three main themes:. 1. Short Linear Motifs (SLiMs). SLiMs are short regions of proteins that mediate interactions with other proteins. A major focus of the lab is the computational prediction of SLiMs from protein sequences. This research originated with Richs postdoctoral research, during which he developed a sequence analysis methods for the rational design of biologically active short peptides. He subsequently developed SLiMDisc, one of the first algorithms for successfully predicting novel SLiMs from sequence data - and coined the term "SLiM" into the bargain. This subsequently lead to the development of SLiMFinder, the first SLiM prediction algorithm able to estimate the statistical significance of motif predictions. SLiMFinder greatly increased the reliability of predictions. SLiMFinder has since spawned a number of motif discovery tools and webservers and is still arguably the most successful SLiM prediction tool on benchmarking data. ...

MOTIVATION: Short linear motifs (SLiMs) are important mediators of protein-protein interactions. Their short and degenerate nature presents a challenge for computational discovery. We sought to improve SLiM discovery by incorporating evolutionary information, since SLiMs are more conserved than surrounding residues.. RESULTS: We have developed a new method that assesses the evolutionary signal of a residue in its sequence and structural context. Under-conserved residues are masked out prior to SLiM discovery, allowing incorporation into the existing statistical model employed by SLiMFinder. The method shows considerable robustness in terms of both the conservation score used for individual residues and the size of the sequence neighbourhood. Optimal parameters significantly improve return of known functional motifs from benchmarking data, raising the return of significant validated SLiMs from typical human interaction datasets from 20% to 60%, while retaining the high level of stringency needed ...

Physical storage (disk space). This is simply to say that there are many devices and possible bottlenecks to take into account. If you were to measure the throughput of the physical storage you could come up with huge differences depending on what data you have. The throughput of small files is certainly much less than it is for big ones, simply because the read/write heads have to be adjusted more often if small files are written. And writing data takes always a bit more time than reading it. So, even if you find performance data or benchmarks you should be very careful in interpreting them. Benchmarks can give you an idea about the level of performance that particular device is operating in but you must also understand what the test environment is since its so important to the outcome. For this reason, you can seldom compare two benchmarks easily.. There is a rule of thumb that says, that a 10% difference in benchmarked performance is no difference at all. Unless the performance of two ...

While teaching the Portfolio Management Course at Stanford (here), Jay Anderson of Eli Lilly offered a provokative tidbit during his guest lecture. Jay had conducted a 13-year study of the assessed probability of success for all Lillys drugs in development and compared then to the actual frequency of success.. His assessment committee is very well calibrated, for example, when they say "50% chance of success" the actual success occurs about half the time. Jay compared this result to industry benchmarks. He found that they had almost no predictive power. In other words, there is no relationship between what the benchmark says and the actual frequency of Lillys successes. Or as Jay politely puts it "The null hypothesis that the benchmarks have no predictive power cannot be rejected.". Yet most companies use benchmarks as the basis of their probabilities! Jay points out that this practice misses the considerable private information that firms have about their compounds.. So what is the right role ...
This paper takes three abstract programs, translates them into several different error handling strategies, then benchmarks roughly a thousand nop-randomized versions of those programs, all on one machine. Ideally, there would be many machines of different architectures and micro-architectures used. There would be dozens, or hundreds of abstract programs chosen, and all performance differences would be root caused. The results would then be run through rigorous statistical devices, correlating the results of the abstract programs and giving confidence values. The author doesnt have the time, resources, or expertise for that. The author (arguably) has the time, resources, and expertise to benchmark more than just one abstract program.. These programs perform virtually no "real" work. In many production scenarios, the costs of error handling will be hidden through out-of-order execution in combination with expensive operations like I/O, synchronization, memory operations, and "large" math ...

This thesis adds to the area of register based research, with a particular focus on health care quality and (in)equality. Contributions are made to the areas of hospital performance benchmarking, mediation analysis, and regression when the outcome variable is limited, with applications related to Riksstroke (the Swedish stroke register).. An important part of quality assurance is to identify, follow up, and understand the mechanisms of inequalities in outcome and/or care between different population groups. The first paper of the thesis uses Riksstroke data to investigate socioeconomic differences in survival during different time periods after stroke. The second paper focuses on differences in performance between hospitals, illustrating the diagnostic properties of a method for benchmarking hospital performance and highlighting the importance of balancing clinical relevance and the statistical evidence level used.. Understanding the mechanisms behind observed differences is a complicated but ...
NNThroughputBenchmark, as its name indicates, is a name-node throughput benchmark, which runs a series of client threads on a single node against a name-node. If no name-node is configured, it will firstly start a name-node in the same process (standalone mode), in which case each client repetitively performs the same operation by directly calling the respective name-node methods. Otherwise, the benchmark will perform the operations against a remote name-node via client protocol RPCs (remote mode). Either way, all clients are running locally in a single process rather than remotely across different nodes. The reason is to avoid communication overhead caused by RPC connections and serialization, and thus reveal the upper bound of pure name-node performance.. The benchmark first generates inputs for each thread so that the input generation overhead does not effect the resulting statistics. The number of operations performed by threads is practically the same. Precisely, the difference between the ...
