Building on two decades of engagement with Southeast Asia, the OECD Southeast Asia Regional Programme aims to bring the relationship to a new and more strategic level, providing a whole-of-government approach to countries in the region. The Programme fosters the exchange of good practices and mutual learning among policy makers in OECD and Southeast Asian countries. The ASEAN Economic Community (AEC) Blueprint 2025, launched during the 27th ASEAN Summit in November 2015, specifically mentions the OECD as one of the institutions for strategic collaboration. It envisages a highly integrated, cohesive, competitive, innovative and dynamic Southeast Asia, with enhanced connectivity and integrated into the global economy. In addition, the Programme works with Southeast Asia in strong partnerships and complementarity with several regional organisations. These regional partners include the Association of Southeast Asian Nations (ASEAN), the Asia-Pacific Economic Cooperation (APEC), the Asian Development ...

ASEAN Plus Three (APT) is a forum that functions as a coordinator of co-operation between the Association of Southeast Asian Nations and the three East Asia nations of China, Japan, and South Korea. Government leaders, ministers, and senior officials from the 10 members of the ASEAN and the three Northeast Asian states consult on an increasing range of issues.[4] The APT is the latest development of East Asian regional co-operation. In the past, proposals, such as South Koreas call for an Asian Common Market in 1970 and Japans 1988 suggestion for an Asian Network, have been made to bring closer regional co-operation.[5]. The first leaders meetings were held in 1996 and 1997 to deal with Asia-Europe Meeting issues, and China and Japan each wanted regular summit meetings with ASEAN members afterwards. The groups significance and importance was strengthened by the Asian Financial Crisis. In response to the crisis, ASEAN closely cooperated with China, Japan, and ROK. Since the implementation of ...
Regional autonomy . After the Association of Southeast Asian Nations (ASEAN) was formed in 1967 its members adopted two major approaches to relations with external powers. First, ASEAN member states promoted the concept of regional autonomy to prevent any one power from exercising hegemony over Southeast Asia. ASEANs assertion of regional autonomy took two firms. It involved the expansion of membership from its initial core of five to ten of Southeast Asias eleven states. 1 ASEANs assertion of regional autonomy also took the form of political declarations and treaties covering Southeast Asia as a whole such as the Declaration of a Zone of Peace, Freedom and Neutrality (1971), the ASEAN Treaty of Amity and Cooperation (1976) and the Southeast Asia Nuclear-Weapons Free Zone Treaty (1995). In recent years ASEAN has advanced the concept of regional autonomy by ratifying the ASEAN Charter and setting the goal of creating an ASEAN Community by 2015. ASEANs second approach in relations with ...

As originally defined, O. latipes was native to much of east and mainland southeast Asia, but in recent decades most of these populations have been split off as separate species based on morphological (morphometrics and meristics) and genetic evidence.[3][6] This limits the native range of definite O. latipes to Japan: eastern and southern Honshu, Shikoku, Kyushu, and smaller southern islands in the country.[6] Formerly included in this species but now regarded as separate are O. sakaizumii in northwestern Honshu in Japan (locally, it hybridizes with O. latipes), and O. sinensis (Chinese rice fish) in much of China, west Korea and parts of mainland southeast Asia.[3][6][7] The taxonomic position of certain populations, including some in China, Laos and east Korea, is unclear and require further study.[3][6] It is possible that all these Chinese populations are part of O. sinensis, but the Laos specimens are relatively large, similar to O. latipes rather than the tiny O. sinensis.[3] The east ...

BACKGROUND: Artemisinin-resistant Plasmodium falciparum malaria parasites are now present across much of mainland Southeast Asia, where ongoing surveys are measuring and mapping their spatial distribution. These efforts require substantial resources. Here we propose a generic smart surveillance methodology to identify optimal candidate sites for future sampling and thus map the distribution of artemisinin resistance most efficiently. METHODS: The approach uses the uncertainty map generated iteratively by a geostatistical model to determine optimal locations for subsequent sampling. RESULTS: The methodology is illustrated using recent data on the prevalence of the K13-propeller polymorphism (a genetic marker of artemisinin resistance) in the Greater Mekong Subregion. CONCLUSION: This methodology, which has broader application to geostatistical mapping in general, could improve the quality and efficiency of drug resistance mapping and thereby guide practical operations to eliminate malaria in affected

Uncertainties surround the timing of modern human emergence and occupation in East and Southeast Asia. Although genetic and archeological data indicate a rapid migration out of Africa and into Southeast Asia by at least 60 ka, mainland Southeast Asia is notable for its absence of fossil evidence for early modern human occupation. Here we report on a modern human cranium from Tam Pa Ling, Laos, which was recovered from a secure stratigraphic context. Radiocarbon and luminescence dating of the surrounding sediments provide a minimum age of 51-46 ka, and direct U-dating of the bone indicates a maximum age of ~63 ka. The cranium has a derived modern human morphology in features of the frontal, occipital, maxillae, and dentition. It is also differentiated from western Eurasian archaic humans in aspects of its temporal, occipital, and dental morphology. In the context of an increasingly documented archaic-modern morphological mosaic among the earliest modern humans in western Eurasia, Tam Pa Ling ...

Governments across South East Asia are counting the mounting economic costs of the outbreak of severe acute respiratory syndrome (SARS) and nervously awaiting the results of their containment efforts. While the number of cases is relatively small compared to other disasters that have struck the region, the character of the disease and the uncertainly it has generated have had an economic impact out of all proportion to the immediate effects of SARS on public health.

A Broad and Complex Perspective of the Asian Region The architecture of the Asian region has gradually changed during the past three decades. From a region that was based on and influenced by bilateral alliances, it has become a multilateral region with an increasing number of institutions that play an important role in Asia. These institutions include Asia Pacific Economic Cooperation (APEC), Association of Southeast Asian Nations (ASEAN), Korean Energy Development Organization (KEDO), ASEAN Regional Forum (ARF), Shanghai Cooperation Organization (SCO), Six Party Talks, and others. The changing interactions in Asia raise important questions that this edited volume deals with: What is the vision of the changing face of Asia? What attitudes do the Asian nations have toward the new multilateral environment? How do they envision the role of the international organizations in the region, regionalism in Asia, and the Asian community, and what are their assumptions toward the U.S. role in Asia? These ...
The Sub-regional Consultation Meeting for South-East Asia was organized on 3-5 October 2012 in Bangkok, Thailand. This meeting was organized by ESCAP in cooperation with the ASEAN Centre for Energy, and was held in conjunction with the Power-Gen Asia 2012, one of South-East Asias largest event in the power generation sector.. South-East Asia is a large sub-region stretching from the Bay of Bengal to the Philippine Sea, comprising a population of over 620 million people. Its 11 countries have different economies in terms of size, complexity and diversification, and this is also reflected on their energy situation. While the sub-regions energy mix is dominated by fossil fuels, countries such as Cambodia, Lao PDR, Myanmar and Timor Leste have their energy mix dominated by renewables, mostly traditional biomass. Another particularity about South-East Asia is that the sub-region is not self-sufficient in fossil fuels, although some countries are net exporters of these resources, such as Viet Nam ...

Humans reached present-day Island Southeast Asia (ISEA) in one of the first major human migrations out of Africa. Population movements in the millennia following this initial settlement are thought to have greatly influenced the genetic makeup of current inhabitants, yet the extent attributed to different events is not clear. Recent studies suggest that south-to-north gene flow largely influenced present-day patterns of genetic variation in Southeast Asian populations and that late Pleistocene and early Holocene migrations from Southeast Asia are responsible for a substantial proportion of ISEA ancestry. Archaeological and linguistic evidence suggests that the ancestors of present-day inhabitants came mainly from north-to-south migrations from Taiwan and throughout ISEA approximately 4,000 years ago. We report a large-scale genetic analysis of human variation in the Iban population from the Malaysian state of Sarawak in northwestern Borneo, located in the center of ISEA. Genome-wide ...

A comprehensive people-oriented approach to the irregular movement of migrants and refugees in South East Asia. We, the undersigned*, welcome the convening later this week of the Emergency ASEAN Ministerial meeting on Transnational Crime: Irregular Movement of Persons in the South East Asia Region. The meeting provides a timely opportunity to move meaningfully forward on the comprehensive and durable solution called for by the Foreign Ministers of Indonesia, Malaysia and Thailand in Putrajaya on 20 May 2015, in keeping with the spirit of unity and solidarity of a people-oriented and people-centred ASEAN.. Progress has been made on a number of the individual and collective actions called for in that statement, as well as on the 17 recommendations of the Special Meeting on Irregular Migration in the Indian Ocean held in Bangkok on 29 May 2015. But much more needs to be done. This includes providing access for relevant national and international actors, such as UNHCR and IOM, to the refugees and ...
The Philippines has joined other members of the Association of Southeast Asian Nations in urging the public to strengthen the fight against dengue as part of the commemoration of Asean Dengue Day. This is observed every June 15 based on the declaration of Asean Health Ministers during their meeting held in Singapore on July 22, 2010.. This year, the Department of Health (DOH) Bicol Region office led efforts to promote the local Asean Dengue Day with its theme focusing on "Search [and destroy mosquito breeding places]and Seek [early consultation]." The event focused on the two core actions of the 4S strategies for effective dengue prevention and control program.. The 4S implementation calls on everyone to become prime movers in achieving substantial change and be positive influencers to others within the community. "The significance of addressing dengue at the barangay [village]level is to overcome its detrimental impact of instigating economic burden and hindering our development goals. The ...

This volume, edited by John Hicklin, David Robinson, and Anoop Singh, contains papers prepared for an ASEAN conference held in Jakarta in November 1996. The conference aimed to review the macroeconomic record of the member countries of ASEAN, examine the factors that have contributed to the regions economic success, and identify the policy agenda for sustaining this success into the 21st century.
Genetic variation at 9 autosomal microsatellite loci (CFS1R, TH01, PLA2A, F13A1, CYP19, LPL, D20S481, D20S473, and D20S604) has been characterized in 16 Asian and Oceanic populations, mostly from mainland and insular Southeast Asia. The neighbor-joining tree and the principal coordinates analysis of the genetic relationships of these populations show a clear separation of Papua New Guinea Highlanders and, to a lesser extent, Malayan aborigines (Orang Asli or Semai) from the rest of the populations. Although the number of markers used in this study appears to be inadequate for clarifying the patterns of genetic relationships among the studied populations, in the principal coordinates analysis a geographic trend is observed in the mainland and insular Southeast Asian populations. Furthermore, in an attempt to contrast the extent of variation between autosomal and Y-chromosome-specific microsatellite loci and to reveal potential differences in the patterns of male and female migrations, we have also
ASEAN-US Cooperation in Fostering Transparency and Good Regulatory Practices. Transparency is one of key to success of trade liberalization and facilitation, and is essential to addressing and eliminating unnecessary barriers to trade. The businesses engaged in international trade and investment, especially small- and medium-sized enterprises, value the predictability that comes with a clear understanding of how policies and practices that will affect them are being developed and how they will be applied. Improving transparency in international trade and investment helps leverage trade to achieve more inclusive growth by improving predictability and accountability.. Therefore, the governments of the ten ASEAN Member States and the United States share a common understanding that the following best practices on transparency and good regulatory practices help improve and deepen the international trade and investment relationship among ASEAN countries and the United States to the benefit of our ...

ASEAN AFFAIRS, June 14 Tuberculosis (TB) is a terrible and cruel disease that leaves its victims wasting away, coughing blood and at risk of infecting carers and loved ones. A few years ago, it looked like mankind was about to conquer TB once and for all - yet it is making a deadly comeback. One in three people in the world are infected with dormant TB germs and these can be made active in a variety of ways when a persons immunity is reduced, by ageing, by contracting HIV or some other medical conditions. This is made more serious by the resistance the germs now have to drugs, assisted by the extensive use of antibiotics around the world. This new form of Extremely Drug Resistant Tuberculosis (XDR-TB) is now emerging around ASEAN, with the announcement yesterday that 17 cases of the disease have been found in Thailand among a total of 15,000 cases nationwide. No more than 30% of patients with XDR-TB can be cured, and the proportion may be lower in cases when the disease is resistant to multiple ...
