Little Rock) - Hundreds of Arkansas tenants face criminal charges every year because they dont pay their rent on time and then fail to vacate their homes quickly enough. The Arkansas state legislature should repeal the abusive law that allows for these prosecutions, which has no parallel in any other US state.. The 44-page report, Pay the Rent or Face Arrest: Abusive Impacts of Arkansass Criminal Evictions Law, tells the stories of Arkansas tenants who were dragged into criminal court for transgressions that would not be a crime in any other US state. Other tenants who did not violate the law have faced charges because prosecutors acted on specious claims by landlords. Several of the tenants interviewed for this report were confronted at home or at work by police officers who had warrants for their arrest. One woman was berated in open court by a district judge, who compared her to a bank robber.. The Arkansas failure-to-vacate law is unjust and tramples on the fundamental rights of ...

About the earliest recorded historical fact pertaining to Extension work in Arkansas is the establishment of the Arkansas Industrial University (the land- grant college) in 1872, founded in accordance with the Morrill (federal) Act of 1862. In 1875, the Arkansas General Assembly authorized the holding of agricultural and mechanical fairs. The Arkansas Agricultural Experiment Station under the Hatch (federal) Act became active in 1888. A year later, the General Assembly created the Bureau of Mines, Manufacture, and Agriculture, with a commissioner in charge whose duties were primarily regulatory. However, he was expected to encourage and promote interest in other agricultural work and, especially, to keep an exhibit at his office in the state capitol building. The first Cooperative Extension work conducted by the University of Arkansas was in 1905 when several Farmers Institutes were held, but this work was limited because of a small state appropriation. Later the number of institutes held was ...

The Arkansas Department of Health (ADH) is reporting the first human case of West Nile virus infection in Arkansas this year. In Arkansas for 2008 there were 9 confirmed cases in humans and no deaths. Nationally, there were 1,356 reported cases in humans and 44 deaths from West Nile Virus infection in 2008. Surveillance conducted by ADH has confirmed the presence of West Nile Virus in virtually every county of the state in the years since it was first recorded in Arkansas in 2002. According to James Phillips, M.D., Director of the ADH Infectious Disease Branch, this means that people in all parts of the state should be aware of the presence of the virus.. Unfortunately, West Nile virus has become endemic in the state, Phillips said. This means that to protect yourself you should avoid being outside at dusk and dawn, when mosquitoes are most active. If you have to be outside, wear long-sleeved clothing and protect yourself with a good insect repellent. Its also a good idea to drain standing ...

The severe cold that challenged utility systems across the state four months ago forced a reboot of water service for the 3,100 residents of Corning. Tandem breaks in water mains on Feb. 16-17 prompted a 12-day boil order for the northeast Arkansas city.. It snowballed, Mayor Greg Ahrent said of the back-to-back pipeline breaks near the Corning water plant. The big event was the loss of water pressure.. Water conservation was the order of the day until the city system could be replenished and restored to normal operating conditions. In the meantime, make-do measures were employed to provide alternative water sources, and volunteers traveled door to door to check on needs.. The Arkansas Division of Emergency Management dispatched 2,000 gallons of fresh water through the Arkansas National Guard to help Corning residents.. Clay County Judge Mike Patterson helped make a slow trek over icy roads to pick up a large trailer load of bottled water at the Arkansas Foodbank in Little Rock and haul it ...

The University of Arkansas was founded in 1871 on the site of a hilltop farm that overlooked the Ozark Mountains, giving it the nickname The Hill.[17] The university was established under the Morrill Land-Grant Colleges Act of 1862. The universitys founding also satisfied the provision in the Arkansas Constitution of 1868 that the General Assembly was to establish and maintain a State University.[18] Bids from state towns and counties determined the universitys location. The citizens of Fayetteville and Washington County.[18] pledged $130,000 toward securing the university, a sum that proved to be more than other offers. This was in response to the competition created by the Arkansas General Assemblys Organic Act of 1871, providing for the location, organization and maintenance of the Arkansas Industrial University with a normal department [i.e., teacher education] therein. Classes started on January 22, 1872. Completed in 1875, Old Main, a two-towered brick building designed in the ...

It is plain that a state law prohibiting all teaching of human development or biology is constitutionally quite different from a law that compels a teacher to teach as true only one theory of a given doctrine. It would be difficult to make a First Amendment case out of a state law eliminating the subject of higher mathematics, or astronomy, or biology from its curriculum. And, for all the Supreme Court of Arkansas has said, this particular Act may prohibit that and nothing else. This Court, however, treats the Arkansas Act as though it made it a misdemeanor to teach or to use a book that teaches that evolution is true. But it is not for this Court to arrogate to itself the power to determine the scope of Arkansas statutes. Since the highest court of Arkansas has deliberately refused to give its statute that meaning, we should not presume to do so. It seems to me that in this situation the statute is too vague for us to strike it down on any ground but that: vagueness. Under this statute as ...

Little Rock. Ark. Arkansas - the first state to send home obesity report cards to warn parents of overweight kids health risks - may ditch the plan or weaken it with the help of the new governor.. Gov. Mike Beebe said the school weigh-ins and report cards had a lot of negative, unintended consequences and hurt some childrens self-esteem. He favors letting parents drop out of the program more easily and wants the state to test children less often.. Its worth noting that Beebe, a Democrat, has no weight problem. His predecessor, former Gov. Mike Huckabee, a Republican, used to weigh 280 pounds, and before he began campaigning for president he campaigned against the ills of obesity.. Since Arkansas adopted its school-based anti-obesity program, California, Florida and Pennsylvania have launched similar efforts. And public health officials in Arkansas point to a slight drop in the states childhood obesity rate since the program got going.. But some lawmakers say that telling parents their ...

Beyond Pesticides, December 4, 2017) You told the Arkansas Plant Board to exercise its authority to protect farmers, consumers, and the environment from use of the herbicide dicamba on genetically engineered (GE) soybeans, and the board listened. Now, we need to ask the board to stop the use of 2,4-D on GE cotton. The action of states is critical as the federal government ignores basic safety concerns. Action in Arkansas will influence other states.. Tell the Arkansas Plant Board to adopt the proposed rule and to prohibit use of 2,4-D on cotton!. The decision concerning 2,4-D use on herbicide-tolerant cotton goes to the Arkansas Plant Board on December 12. The choice has many similarities to the decision to allow - and then prohibit - the use of dicamba on herbicide-tolerant soybean varieties. Both 2,4-D and dicamba are phenoxy herbicides - 2,4-D being the infamous ingredient (along with 2,4,5-T) of Agent Orange. Our voices were heard when the Arkansas Plant Board considered dicamba, so please ...

Since taking office, we have been committed to our ACT Plan - remaining Accountable, Clear, and Transparent as we govern. In recent weeks, both members of the Little Rock Police Department and department leadership have called on the Mayors Office to conduct an investigation stemming from three lawsuits filed against the chief of police and the City of Little Rock. Per our standard practice, we do not comment on or interfere with pending litigation. Because of that practice, we have no comment regarding the lawsuits. The facts relevant to those lawsuits will be adjudicated in a court of law.. However, as the elected Chief Executive Officer of this great city and after extensive discussion with our City Attorney, and in accordance with our ACT Plan, I am calling for an independent, third-party comprehensive review of the entire Little Rock Police Departments practices and procedures to determine what, if any, corrective actions need to be taken. The scope of this review will cover the ...

Lolium perenne ssp. multiflorum (Italian ryegrass) is a major weed problem in wheat production. Being an obligate outcrossing species, it has a high propensity to evolve resistance to herbicides. This study was conducted to determine the level of resistance and resistance patterns of Italian ryegrass populations in the United States to ACCase- (diclofop and pinoxaden) and ALS (imazamox, mesosulfuron, and pyroxsulam) inhibitors. Dose-response bioassays were conducted on 47 populations from suspect herbicide-resistant fields in the southern United States (Arkansas, Mississippi, Georgia, North Carolina, South Carolina, Virginia), Kansas, and Washington collected between 2008 and 2011 from fields suspected of resistance to ALS inhibitors. Eighty-seven percent of the populations were resistant to diclofop. Eight of the diclofop-resistant populations (25%) were also resistant to pinoxaden. Thirty-eight diclofop-resistant populations (81%) were resistant to at least one ALS inhibitor. Thirty-nine ...

On March 9th, a jury in Union County in Arkansas, where the two-week trial was conducted, filed its verdict. There are several cases where these things are appealed, but the evidence of a live toddler makes it very difficult to refute these allegations, she said. Florida has several laws as it relates to medical malpractice, but there is no limit on the amount of compensation a medical-malpractice plaintiff can recover for past and future medical care necessitated by the malpractice, lost income, lost future earning capacity, and any other measurable economic losses attributable to the defendants malpractice. In the case of someone who is not alive, attorneys usually ask for the judge to lower the amount of the compensation to that of the caps of that state. CLIFFORD, J. [¶1] Rosemary Fecteau, widow of Jack Fecteau, appeals from the judgment entered in the Superior Court (Kennebec County, Calkins, J.) affirming the State Employee Health Commissions determination that costs incurred for the removal of her late husbands amalgam fillings were not covered by his employee insurance with Blue Cross/Blue Shield of Maine (Blue Cross). Fecteau contends that the commission erred in its determination that coverage did not exist for the removal of the fillings. We affirm the judgment. [¶2] Jack Fecteau was employed by the Maine Department of Human Services and participated in the State Employees Health Insurance Program. Pursuant to 5 M.R.S.A. § 285 (1989 & Supp. 1996), Blue Cross contracted with the Commission to provide group medical coverage to State employees. Jack was diagnosed with interstitial lung disease. In 1994, he was advised by Dietrich K. Klinghardt, M.D., that a contributing cause of his disease was an allergic response to mercury in his ...
