For its Recovery Act Signature Project, NHGRI selected the development of technologies that can sequence a human genome for $1,000 or less. NHGRI leadership thinks that truly inexpensive genomic sequencing will revolutionize health and medicine, and Recovery Act funding will accelerate the Institutes research program in this area.. The success of the Human Genome Project was made possible by significant reductions in DNA sequencing costs that were fueled in large part by tools, technologies and process improvements developed as a result of NHGRI funding. To continue its efforts to make sequencing a routine tool in both research and medicine, NHGRI subsequently launched two programs, in 2004, to further accelerate the development of sequencing technologies and reduce the cost of sequencing. The goal of the first program - to produce high-quality sequence of the amount of DNA found in a human genome for $100,000 - has already been achieved. Ultimately, NHGRIs vision is to cut the cost of ...
Meaningful Use Rules Proposed for Electronic Health Record Incentives Under HITECH Act By: Cherilyn G. Murer, JD, CRA Introduction On December 30, 2009, The Centers for Medicare & Medicaid Services (CMS)
AMIA offers comments to ONC on Health Information Technology: Initial Set of Standards, Implementation Specifications, and Certification Criteria for Electronic Health Record Technology. AMIA finds absence of detail in the certification criteria and to include directions for testing will ensure that vendor systems integrate standards, specifications, and criteria in ways that provide validated cognitive and decision support to clinicians. Further comments include Certified EHR Technology need to include encryption capability; procurement of separate EHR Modules that are MU - qualifying systems. The importance of HIT cannot be overstated to enhance health care delivery. ...
The Democratic Congressional Campaign Committee (DCCC) established a Hypocrisy Hall of Fame to list Republican Representatives who had voted against ARRA but who then sought or took credit for ARRA programs in their districts. As of September 2011, the DCCC was listing 128 House Republicans in this category.[88] Newsweek reported that many of the Republican legislators who publicly argued that the stimulus would not create jobs were writing letters seeking stimulus programs for their districts on the grounds that the spending would create jobs.[89]. The stimulus has been criticized as being too small. In July 2010, a group of 40 prominent economists issued a statement calling for expanded stimulus programs to reduce unemployment. They also challenged the view that the priority should be reducing the deficit: Making deficit reduction the first target, without addressing the chronic underlying deficiency of demand, is exactly the error of the 1930s.[90]. In July 2010, the White House Council ...

NIGMS GO grant applications should be directly related to the topics below.. Community Resources. Creation, validation and dissemination of resources that benefit entire scientific communities (such as those using established or emerging model organisms) are key to accelerating the tempo of research. This grand opportunity solicits proposals to generate community research reagents or resources. A responsive application might propose, for example, the creation of mutant collections, generation of tagged proteins, creation of antibody panels or generation of genomics-based reagents. The resource must be created and validated within the two-year period of the grant, and a specific plan for maintenance and dissemination of the resources or reagents after that time must be included. Indications of the strength of support and priority from the targeted research community will be a required component of the application. Justice Reinvestment in Oklahoma 1 Justice Reinvestment in Oklahoma Analysis and Policy Framework Background IN JANUARY 2011, GOVERNOR MARY FALLIN, Speaker of the House Kris Steele, Senate Presi-dent Pro Tempore Brian Bingman, and Supreme Court Justice James Edmondson expressed interest in employing a justice reinvestment strategy, which is a data-driven approach to contain corrections spending and reinvest a portion of the savings generated in strat-egies that will increase public safety. These state lead-ers wrote to the Bureau of Justice Assistance (BJA), a division of the U.S. Department of Justice, and the Pew Center on the States (Pew) seeking intensive tech-nical assistance, which was approved by BJA and Pew in May 2011. As a result, the Council of State Govern-ments Justice Center (CSG Justice Center) -the tech-nical assistance provider working in partnership with BJA and Pew -launched a comprehensive analysis of the state s criminal justice system. To guide the CSG Justice Center s ...

By Eric Sauter. A scientist from The Scripps Research Institutes Florida campus has been awarded a pair of research grants from the National Institutes of Health (NIH) totaling just over $1.4 million to pursue drug discovery work in both Alzheimers disease and alcoholism. The grants have gone to Claes Wahlestedt, who is professor and director of Neuroscience Discovery at Scripps Florida. The first grant, which will fund the study of non-coding RNA modulators in Alzheimers disease, is for approximately $924,000 over two years; the other award, about $484,000 for one year, will be used to study and develop novel ligands for a specific receptor that plays a role in alcohol dependence. The studies are being funded through the American Recovery and Reinvestment Act, the economic stimulus package passed by the Congress in February. To date about 100 Scripps Research Institute investigators in California and Florida have won supplemental grants from the NIH under the Recovery and Reinvestment Act. ...

The American Recovery and Reinvestment Act of 2009 established the Electronic Health Record (EHR) Incentive Program for Medicaid and Medicare providers. Beginning in 2011, eligible Medi-Cal professionals and hospitals will be able to receive incentive payments to assist in purchasing, installing, and using electronic health records in their practices.. The Office of Health Information Technology (OHIT) has been established in DHCS to develop goals and metrics for the program, establish policies and procedures, and to implement systems to disburse, track, and report the incentive payments. OHIT works closely with the Office of the Deputy Secretary for Health Information Technology in the California Health and Human Services Agency to coordinate the Medi-Cal EHR Incentive Program with wider health information exchange efforts throughout California and the nation. Contact OHIT by email at: [email protected]. ...
I spent the last few minutes of my doctors visit in early 2013 in silence, as my doctor clumsily typed away notes about my progress. He apologized before he started typing, complaining that he was being forced to transition from paper-based notes to a new computer-based system with which he was unfamiliar. This moment was awkward, but it represented an important trend in healthcare delivery improvement.. Electronic Health Records in the U.S.. In 2015, 84% of primary care physicians in the United States used electronic health records (EHRs). The U.S. trails countries like Australia and the United Kingdom in this respect, where EHR penetration levels among primary care physicians were 92% and 98%, respectively.[1] This discrepancy represents both a performance gap for the United States and an opportunity for continued innovation. The quality benefits of shifting to EHRs are well known; as a result, EHRs have been promoted by the Obama administration and a number of prestigious hospital systems, ...
In order to qualify for federal incentive payments available under the American Recovery and Reinvestment Act of 2009 (ARRA), health care providers (referred to as Eligible Professionals or EPs in the federal regulations) must meet Meaningful Use (MU) requirements for the use of electronic medical records. EPs can receive as much as $44,000 over a five-year period through Medicare, and as much as $63,750 over six years through Medicaid. Providers can choose to apply for whichever program they are eligible, but not for both.. Meaningful use stage 1 is the first phase of the incentive program, and all EPs must adopt an EMR that meets the required criteria by the end of 2014 in order to be eligible for government incentives. For providers to receive the maximum incentive, they must have achieved MU for at least 90 days by the end of the 2012 federal fiscal year (i.e., September 30, 2012). Stage 1 MU consists of 25 objectives and 41 quality measures. EPs must meet 20 of the 25 objectives, 3 core ...
Need an incentive to implement an electronic health records (EHR) system in your practice? How about $44,000? Thats the amount the federal government is making available to eligible physicians as part of its effort to speed up the adoption of health information technology throughout the U.S. In fact, under the Health Information Technology for Economic and Clinical Health Act (HITECH Act), part of the American Recovery and Reinvestment Act of 2009, billions of federal stimulus dollars are flowing to medical practices throughout the U.S. to help physicians set up EHR systems.. ...
In the 20th Century, those records were written by hand and paper copies were generally stored on or offsite, unless required for a hospitalization, doctor visit or research. Sharing patient information with even one consultant or payer typically meant long hours at the copying machine to create thick envelopes filled with data that could take a substantial amount of time to sort; sharing only pertinent information with multiple parties was next to impossible.. Computers and the internet heralded the information age and electronic health records (EHR), which allowed the mass sharing and analysis of data in an instant and without cumbersome and costly paper. In 2004, President George W. Bush created the Office of the National Coordinator (ONC), which now synchronizes HIT in the U.S. healthcare sector. Passed as part of the larger American Recovery and Reinvestment Act of 2009, the Health Information Technology for Economic and Clinical Health (HITECH) Act created incentives to use health care ...
The process by which the Recovery Act produced positive economic activity is straightforward. The bursting of the housing bubble inflicted a huge negative shock on spending in the U.S. economy. As household wealth evaporated due to plummeting real estate prices, both households and businesses radically cut back their demand for goods and services and demand for new construction dried up.. The Recovery Act helped offset this decline in private-sector demand by boosting public sector purchasing. Many kinds of spending outlays (or tax cuts) could have fulfilled this shock-absorbing function in the very short-run. And indeed, the Recovery Act was a portfolio of various spending increases and tax cuts (a portfolio much more heavily weighted toward tax cuts than most observers realized).. The spending increases in the Recovery Act were extraordinarily well-targeted to boost economic growth and create jobs. The package included aid to state governments to prevent layoffs and cuts in service, both of ...

Health care is indisputably one of the most data-intensive industries in the U.S., yet modern dissemination and control of patient data consistently lags behind other industries such as banking, airlines, insurance and retail.[IMGCAP(1)]The Health Information Technology for Economic and Clinical Health Act within the American Recovery and Reinvestment Act of 2009 attempts to rectify this, providing some $36 billion to promote the use of interoperable, certified health information technologies. The announcement last week by Vice President Joseph Biden and Health and Human Services Secretary Kathleen Sebelius announced that $1.2 billion in ARRA funding via two grant programs is an additional step in this direction. Historically, savings estimates from these moves have been the subject of wild speculation. Iron Mountain Inc., which provides information protection and storage services to one-third of the U.S. market (more than 2,000 hospitals in 43 states), takes a different view: Cost efficiencies ...
The report offers several policy recommendations to address these concerns, calling on Congress to modernize the Community Reinvestment Act to cover fintech lenders, and states to act quickly. The report outlines how states like California can enact state-level regulations, including requiring increased lending transparency through the Department of Financial Protection and Innovation, as well as passing a state version of the Community Reinvestment Act. In Illinois, the most recent state to pass a state-level CRA, advocates partnered with legislators to advance a racial equity slate that included these crucial regulations for nonbank lenders. State and federal regulations need a drastic overhaul to keep up with these trends and avoid another financial crisis caused by predatory mortgage lending, said Debra Gore-Mann, President and CEO of The Greenlining Institute. These institutions are targeting communities that have been historically denied access to financial products and services from ...

New York, NY - April 17, 2013 - NTT DATA, Inc., a leading IT services provider, today announced that it has been selected by CareOne LTACH, New Jerseys first licensed Long-Term Acute Care Hospital (LTACH), for its Electronic Health Record solution. NTT DATA will host a full Optimum™ Acute Care Electronic Health Record (EHR) system in a Level 3 data center and support CareOnes two long-term acute care hospitals, CareOne at Raritan Bay Medical Center and CareOne at Trinitas Regional Medical Center. CareOnes selection of the Optimum EHR validates the need for sophisticated technologies designed specifically to meet the challenges of the post-acute care market. A new federal requirement for Quality Reporting that went into effect for LTACHs on October 1, 2012 mandated significant changes to paper-based clinical record keeping. This mandate, along with The American Recovery and Reinvestment Act (ARRA), drives CareOne and other healthcare organizations to upgrade their existing clinical ...
Consistent with the points we made throughout the drafting of the American Recovery and Reinvestment Act of 2009 (ARRA), ITTA members strongly believe that the $7.2 billion in broadband stimulus money should be focused on unserved parts of our country. Building out broadband to the unserved will do more to create jobs and open up new economic opportunity than diverting money to other purposes. Making broadband available everywhere will also facilitate other ARRA objectives, such as intelligent transportation systems, electronic medical health records and smart-grid technology. Unless ARRA’s limited funds are focused on bridging the gap between the broadband haves and have nots, ARRA could actually widen today’s digital divide. ARRA is an excellent start to close existing broadband gaps, but it is vitally important to ensure that funding is utilized as efficiently as possible to extend broadband’s reach as far as possible. Thus, connecting the ...
The 2009 American Recovery and Reinvestment Act spurred adoption of electronic health records (EHRs) in the United States, through such measures as financial incentives to providers through Medicare and Medicaid and regional extension centers, which provide ongoing technical assistance to practices.

The Affordable Care Act is a once-in-a-generation change to the U.S. health system. It guarantees access to health care for all Americans, creates new incentives to change clinical practice to foster better coordination and quality, gives physicians more information to make them better clinicians and patients more information to make them more value-conscious consumers, and changes the payment system to reward value. The Act and the health information technology provisions in the American Recovery and Reinvestment Act remove many barriers to delivering high-quality care, such as unnecessary administrative complexity, inaccessible clinical data, and insufficient access to primary care and allied health providers.. We hope that physicians will embrace the opportunities created by the Affordable Care Act that will enable them to provide better care for their patients and lead the U.S. health system in a more positive direction. To fully realize the benefits of the Affordable Care Act for their ...
In May 2011 NBC received an $86,000 American Recovery and Reinvestment Act (ARRA) grant through the Rhode Island Office of Energy Resources (RIOER) to coordinate and oversee the performance of the EETAs. As part of the grant award National Grid has agreed to fund 50% of the cost of each EETA. NBC, using the ARRA grant funds, will pay for the other half.. At the completion of the EETA process each WWTF will receive a Report which can be used to help implement identified Energy Efficiency Measures (EEMs). EEMs are defined as improvements to a WWTF, including equipment and physical operating control systems which produce economically feasible reductions in energy use. EEMs include cost effective co-generation and use of renewable energy resources.. Each report summarizes the EEMs studied including a cost to install the measure and the energy savings in kilowatt hours or therms saved along with detailed engineering calculations and assumptions, cost breakdowns, and formulas showing where energy ...
COBRA continuing coverage is usually paid for by the covered individual. That includes both their share and the employers share (i.e., the entire premium). People can pick and choose which coverages to keep and who to cover (themselves or dependents), which could vary the cost.. In response to the COVID-19 crisis, Congress is considering expanded COBRA options. A bill drafted by the House of Representatives proposes covering furloughed individuals in addition to those who were laid off. In its current form, the drafted legislation would also cover up to 100 percent of the premium. COBRA law currently allows up to 18 months of continuing coverage, and the proposed legislation could keep that time frame or adjust it. If approved, it would be significantly more than the American Recovery and Reinvestment Act (ARRA). ARRA was passed during the 2009 recession and covered 65 percent of COBRA premiums for up to 15 months.. ...

The change will be retroactive to January 1, 2012, so workers whose employers implement this program will be able to receive tax benefits for any passes they purchased through the program last year. Unfortunately, the benefit expires December 31, 2013. This isnt the first time that the transit commuter benefit will expire while the parking benefit remains. The American Recovery and Reinvestment Act (ARRA 2009, also known as the stimulus) raised the transit commuter benefit from $120 to $230 per month, but that expired on December 31, 2011. The parking benefit remained at $230 per month.. The current surface transportation bill, MAP-21, signed into law on July 6, 2012, raised the transit commuter benefit a paltry $5 to $125 while raising the parking benefit to $240. The transit commuter benefit is now $240. The retroactive provision will benefit Metra riders who purchased passes that were greater than $125 each month in 2012, which included anyone who traveled between zones A (downtown) and E ...

In signing the American Recovery and Reinvestment Act this week in Denver, President Barack Obama claimed that the law - which among other things will ramp up funding for renewable energy development - is laying the groundwork for new green energy economies that can create countless well-paying jobs.. This statement follows promises he made during his campaign for the presidency. Mr. Obama said, for example, that hed create as many as five million such jobs by investing over $150 billion over 10 years on wind, solar, biofuels and other renewable energy sources.. Hes also proposed a federal renewable portfolio standard that would require 25% of our electricity to come from clean sources - a mandate that would boost demand for windmills, solar farms, and other clean but expensive technologies (nuclear power, however, would be excluded). This transformed energy economy, Mr. Obama said at a campaign debate in Nashville, Tenn., last October, would be an engine of economic growth to rival the ...

PLEASE NOTE: Oregons CHIP is not part of Medicaid expansion so only Medicaid encounters are applicable to that portion of the calculation. However, the Oregon Health Plan (OHP) includes funding for both Medicaid and CHIP. Because providers cannot differentiate between the two funding streams, providers must reduce all OHP encounters by 4.4%. This is Oregons statewide rate of CHIP encounters (aka CHIP proxy). The CHIP proxy is calculated by taking the total OHP encounters for the selected 90-day period and mulitplying that number by .956 as shown below ...
Chapter 311: Tax increment financing (TIF) is a method local governments can use to pay for improvements that will draw private investment to an area. Tax increment financing isnt a new tax; instead, it redirects some of the ad valorem tax from a property in a geographic area designated as a Tax Increment Reinvestment Zone (TIRZ) to pay for improvements in the zone. Tax Code Chapter 311 governs tax increment financing. Only a city or county may initiate tax increment financing. Tax increment financing requires the governing body of a city to create a Tax Increment Reinvestment Zone (TIRZ). The governing body of a city by ordinance may: designate a contiguous or noncontiguous geographic area (a) within the corporate limits of a municipality; (b) in the extraterritorial jurisdiction of the municipality, or (c) in both to be a reinvestment zone. The designation of an area that is wholly or partly located in the extraterritorial jurisdiction of a municipality is not affected by a subsequent ...

The ongoing pandemic of COVID-19 continues to provide challenges for employers, customers and NDT certified individuals. As a standards developer, ASNT understands the importance of codes and standards to meet contractual requirements. As with most standards developers, their standards typically do not address actions to take during an unprecedented global pandemic. ASNT is no different.. For those involved in employer-based certification programs and in need of recertifying individuals or being recertified, the pandemic creates a challenge. How does an individual obtain re-certification during a lock down, where services are not available? These are the types of inquiries that ASNT is receiving related to SNT-TC-1A and ANSI/ASNT CP-189 employer-based certification programs. While ASNT cannot overrule customer / contractual requirements to indicate extending of employer-based certifications is acceptable, ASNT is positioned to provide guidance and recommendations for those responsible or ...

Another symptom of the disease. The Montana Reinvestment Act - funded directly by federal stimulus dollars - has provided almost $50,000 towards a project in Bozeman, Mont. to install new tennis courts in a city park.. Nothing new I know, just another completely unconstitutional project funding by the federal government.. Federal cash is supposed to be used to fund general welfare projects. Up until the FDR New Deal era, these general welfare projects needed to support everyone. As an example, a lighthouse at the entrance to the Chesapeake Bay may be a local project, but it was in support of the general (national) welfare since shipping vessels with cargo destined for Baltimore would be distributed throughout the United States.. Ive written about the Spending Clause before and encourage you to send that story to your friends and family. Id love to see more comments on that post!. Back to the tennis courts, which will probably provide no more than 400 man hours of work over a two week period ...

The following is a statement on behalf of Alzheimers Association Illinois Chapter, Illinois Alliance for Retired Americans, Health & Medicine Policy Research Group, Jane Addams Senior Caucus, Caring Across Generations, and SEIU Healthcare Illinois in response to the withdrawal of rules that would have forced 36,000 vulnerable Illinois seniors out of the Community Care Program and into the unproven and untested Community Reinvestment Program:. Our coalition welcomes news that the Department on Aging will be withdrawing their prior Community Reinvestment Program (CRP) rules from the Joint Committee on Administrative Rules (JCAR), and we are ready to continue the work of building a stronger Community Care Program that will meet the needs of future aging Illinoisans while protecting their health, safety, and dignity.. Our coalition has opposed the CRP rules since they first appeared in the Governors FY17 budget proposal and since then they have been rejected by advocates, seniors who stood to be ...

In 2013, Mike worked for the state legislature as counsel to the House and Senate Judiciary Committees. After the legislative session, the Criminal Justice Commission hired Mike to implement the new Justice Reinvestment program statewide. Justice Reinvestment is a program that gets to the root causes of crime.. Oregons governor appointed Mike in 2015 to be the Director of the Criminal Justice Commission. As Director, Mike led projects that have made our criminal justice system more transparent, fought for legislation that decreases racial disparities and for treating addiction like a health issue, not a criminal justice issue.. In this role, Mike oversaw a $90 million budget and spearheaded community-based efforts to reform Oregons criminal justice approach. Mike has advocated for ending cash bail and collaborated with legislators and ...

Healthcare delivery now mandates shorter visits with higher documentation requirements, undermining the patient-provider interaction. Electronic health records (EHRs) have the potential to improve outcomes and quality of care in this pressured environment, and are endorsed by the Patient Protection and Affordable Care Act (ACA) and Health Information Technology for Economic and Clinical Health (HITECH) Act as an important mechanism to support value-based healthcare. However, EHR systems were principally designed to support the transactional needs of administrators and billers, less so to nurture the relationship between patients and their providers. The purpose of this research is to identify ways to use EHRs to support clinical gastroenterologists and their patients while meeting the meaningful use requirements of the HITECH Act.. To improve clinic visit efficiency and meet criteria for meaningful use, investigators developed a patient-provider portal (P3) that systematically collects patient ...

In my continuing saga of researching imagings impact on Meaningful Use, I wanted input from those that might be directly affected by ARRA/Meaningful Use. I reached out to several state and private HIEs to get their perspective on imaging and the impact of ARRA/Meaningful Use.. Overall, I have to conclude that HIEs are not focused on imaging - except as it pertains to results. This may be a function of priorities, and it is hard to argue with a strategy that emphasizes formation of a platform that supports all results including lab, radiology, cardiology, etc. In the case of most imaging services, the report still represents the legal document, so imaging in support of the report seems to be the rule of thumb. Another key aspect of HIEs current efforts seems to be decision support. A prime example comes from Devore Culver, Executive Director of HealthInfoNet, a non-profit HIE in the State of Maine. As Culver explained, there is significant cost savings associated with being able to query a ...
