At any given time, there are up to 5,000 aircraft in flight across the United States. Air Traffic Controllers direct the air traffic flow for approximately 200,000 aircraft each day. Controllers must manage and monitor all aspects of planes in the air and on the runway in a fast-paced and high pressure environment. Pilots rely on timely and accurate information from Air Traffic Controllers, and if they do not receive it, the results can be deadly. Although Air Traffic Controller error in these intense situations is understandable, it is by no means excusable. If you have been injured, or a loved one was injured or killed, in an aviation accident caused by Air Traffic Controller error, it is essential to contact an experienced aviation law firm with attorneys who are experienced in aviation disasters, as soon as possible.. Causes of Air Traffic Controller Error. Air Traffic Controller error can be caused by numerous factors. The following are examples of some of the most common:. ...

Under the International Aviation Safety Assessment (IASA) program, the FAA determines whether another countrys oversight of its air carriers that operate, or seek to operate, into the U.S., or codeshare with a U.S. air carrier, complies with safety standards established by the International Civil Aviation Organization (ICAO). The IASA program is administered by the FAA Associate Administrator for Aviation Safety (AVS), Flight Standards Service (AFS), International Programs and Policy Division (AFS-50).. The IASA program focuses on a countrys ability, not the ability of individual air carriers, to adhere to international aviation safety standards and recommended practices contained in Annex 1 (Personnel Licensing), Annex 6 (Operation of Aircraft), and Annex 8 (Airworthiness of Aircraft) to the International Convention on Civil Aviation Chicago Convention (ICAO Document 7300).. IASA assessments determine compliance with these international Standards by focusing on the eight critical elements ...

Contact: Dan Hubbard, (202) 783-9360, [email protected]. Washington, DC, March 6, 2014 - The National Business Aviation Association (NBAA) joined a coalition of aviation groups this week in calling for swift passage of U.S. Senate legislation aimed at bringing transparency to any decision by the Federal Aviation Administration (FAA) to implement mandatory testing of pilots and air traffic controllers for obstructive sleep apnea (OSA) before receiving a medical certificate.. As aviation community stakeholders, we are writing to express our support for S.1941, commonsense bipartisan legislation to address the sweeping [FAA] proposal to change the policy on sleep apnea for pilots and air traffic controllers without the benefit of a rulemaking process, reads the March 4 letter to senators. Further, we wish to express our collective hope that passing this important bill in a timely fashion will be a priority for the U.S. Senate in the coming weeks.. The FAA announced in November 2013 its ...
The aviation industry is a particular challenge from a climate change perspective. On the one hand, rapid growth is giving an increasing number of people globally access to travel opportunities their parents never had. On the other hand, this same growth is set to catapult aviation from being a modest contributor to global warming to being one of the largest sectoral drivers of climate change. The aviation industry trajectory to reduced climate footprint is reliant on a dramatic expansion of aviation biofuel production to meet its goals - but use of biofuels in aviation remains limited, and there is no global regulatory framework to ensure that biofuels used in aviation deliver real emissions reductions. The aspiration to deliver 100% aviation fuel from alternative sources by 2050 is almost certainly unachievable, and the mechanisms to deliver accelerated deployment of aviation alternative fuels dont exist yet.. Were interested in how aspiration and reality can be brought together for the ...
Medical certification of U.S. airmen officially began with the Air Commerce Act of 1926, mandating that all pilots be medically qualified to fly. Disqualifying for any class of medical certificate were conditions that could cause sudden incapacitation or death, or could otherwise compromise aviation safety.. Since that time, aeromedical research has discovered, validated, and codified information about the physiological aspects of safe flight. The U.S. aviation system has the safest record of any mode of passenger transportation in the nation, but continued effort is required to preserve that record. Major challenges to aviation safety include revolutionary changes in aviation technology, human error, and intense physical demands. To function safely in todays complex airspace, it is imperative that all air crewmembers be medically qualified to perform their duties. For this reason, the aviation medical examiner is a key element in the aviation safety formula.. If you are interested in aviation, ...
While aviation law governs the operation of aircraft and the maintenance of aviation facilities, litigation involving aviation is extremely complex, involving federal and state laws and often international regulations as well, conflicting jurisdictions, and multiple parties. Currently, airport operators are mounting a legal challenge to the Federal Aviation Administrations decision to cut funding for 149 air traffic control towers. The FAA is accused of violating federal law meant to ensure major changes at airports do not erode safety.. ...

Nine aviation organizations, including AOPA, have joined forces to express support for a Senate bill that would compel the FAA to use the rulemaking process before enacting any new policies regarding sleep disorders. An identical measure passed last month in the House.. The letter regarding S. 1941 asked senators to pass the bill in a timely fashion and noted that, while the signatories universally support efforts to combat fatigue in the aviation industry, the FAAs original proposal would have been costly and delivered no clear safety benefits. It is essential that stakeholders be treated as partners in order to effect positive change in aviation safety, the letter added.. The Senate bill was introduced by Sens. James Inhofe (R-Okla.) and Joe Manchin (D-W.Va.), both AOPA members and members of the Senate General Aviation Caucus. Identical legislation introduced by House Aviation Subcommittee Chairman Frank LoBiondo (R-New Jersey) and Rep. Rick Larsen (D-Washington), ranking member of the ...
While information on aircraft noise is limited, the studies and data GAO reviewed suggest that aircraft cabin and cockpit noise levels likely do not exceed the noise exposure standard established by the Occupational Safety and Health Administration (OSHA). None of the studies GAO reviewed, which included eight that measured noise in the cabin and four that measured noise in the cockpit, found levels that clearly exceeded the OSHA standard, though two of the studies found that noise over long durations in certain types of aircraft may reach the more restrictive exposure limit published by the National Institute of Occupational Safety and Health (NIOSH). OSHA and the Federal Aviation Administration (FAA) have received few complaints from crewmembers related to aircraft noise levels. For example, since assuming authority to enforce its noise standard in the cabin, OSHA has received two complaints related to ambient aircraft noise out of more than 600 complaints related to commercial aviation. No ...

Aviation emissions impact both air quality and climate. Using a coupled tropospheric chemistry-aerosol microphysics model we investigate the effects of varying aviation fuel sulfur content (FSC) on premature mortality from long-term exposure to aviation-sourced PM2.5 (particulate matter with a dry diameter of , 2.5 µm) and on the global radiation budget due to changes in aerosol and tropospheric ozone. We estimate that present-day non-CO2 aviation emissions with a typical FSC of 600 ppm result in ∼ 3600 [95 % CI: 1310-5890] annual premature mortalities globally due to increases in cases of cardiopulmonary disease and lung cancer, resulting from increased surface PM2.5 concentrations. We quantify the global annual mean combined radiative effect (REcomb) of non-CO2 aviation emissions as −13.3 mW m−2; from increases in aerosols (direct radiative effect and cloud albedo effect) and tropospheric ozone. Ultra-low sulfur jet fuel (ULSJ; FSC = 15 ppm) has been proposed as an option to reduce the ...

Pursuant to a congressional request, GAO determined whether the Federal Aviation Administration (FAA) must enforce grant assurance as a condition of providing noise mitigation grants to the Seattle-Tacoma International Airport.. GAO noted that: (1) while FAA has a policy calling for an airport owner that requests noise mitigation grants to obtain written declarations that the project is consistent with local plans and has local support from communities affected by airport noise, neither federal law nor FAA regulations require such written declarations; (2) the federal statutes do contain a broad requirement that FAA must satisfy itself that a noise mitigation project is consistent with local plans; (3) however, the statutes make no mention of obtaining from cities, counties, or municipalities in which a noise mitigation project is located written declarations stating that the project is reasonably consistent with local plans and has local support; (4) FAA officials said that in the case of ...

A half-dozen Pacific war murals painted circa 1944 have been transplanted from Midway Atoll, where few people got to see them and deterioration was taking a toll, to Pacific Aviation Museum Pearl Harbor, where many thousands will be able to appreciate the restored artwork.. The 8-by-12-foot paintings, which depict wartime activity, including a busy Essex-class aircraft carrier deck and Army soldiers coming ashore from a landing craft in the Pacific, are on loan from the U.S. Fish and Wildlife Service, which administers Midway Atoll National Wildlife Refuge.. Midway has a resident population of about 40 and no tourism, while the Ford Island aviation museum drew about 245,000 people last year.. Pacific Aviation Museum historian Burl Burlingame said the works by Navy Seabee Victor Nels Solander capture moments of wartime life in the Pacific.. No matter what (Americans) built, they tended to put paintings in it, Burlingame. These (paintings by Solander) happen to be pretty nice ones. The guy was ...

Lucia (Lucy) Cordero was born in 1941 in Arecibo, Puerto Rico. When she was twenty-one, she married Angel Cordero. They lived and raised their children in the city of San Juan. Her husband worked with the Federal Aviation Administration as a traffic controller and in 1982, he was transferred to Charleston, South Carolina. They moved with their three young adult children and got established in Goose Creek, South Carolina. Cordero describes Charleston in the 1980s, stating the Latino community was almost non-existent. Cordero remembers she met her first friend at Sunday mass at the Naval Weapon Stations church, and thanks to her, they connected with other Latino families. Soon, they started gathering to share celebrations and to keep their cultural heritage alive. Fatigue is recognised as one of the major factors that can impair human performance and has been cited as a cause of accidents and incidents in the aviation industry. Physical fatigue concerns the inability to exert force with ones muscles to the degree that would be expected. It may be an overall tiredness of the whole body, or be confined to particular muscle groups. Physical fatigue most commonly results from physical exercise or loss of sleep. Physical fatigue often leads to mental fatigue. Mental fatigue, which may include sleepiness, concerns a general decrease of attention and ability to perform complex, or even quite simple tasks with customary efficiency. Mental fatigue often results from loss or interruption of the normal sleep pattern and is therefore of great concern to pilots and ATCOs, who are frequently required to work early in the morning or at night hours. Sleep patterns are naturally associated with the bodys circadian rhythms. Shift patterns can interrupt circadian rhythms ...
On January 23, 2015, U.S. District Judge James Otero granted three summary judgments of non-infringement in favor of Irell & Manella client B/E Aerospace in a patent lawsuit brought by MAG Aerospace Industries Inc., a Zodiac Aerospace company, in the Central District of California. In the present study, we determined that the portrayal of seatbelt and helmet use during primetime US television programming was more prevalent than previously cited in other studies, but still below national averages. We found that only 62%, 47%, and 9% of characters on the most popular primetime television programs were portrayed using seatbelts, motorcycle helmets, or bicycle helmets, respectively, when engaged in the corresponding transportation activity. These proportions differ from other reports, which estimate the prevalence of safety belt and bicycle helmet use in films and television programs to range from 10% to 35% and 3% to 6%, respectively.7,8,9,10,11,18 We could only identify one study that calculated the prevalence of motorcycle helmet use in the media.18 This study evaluated the 50 top grossing G and PG rated movies and found that the driver was wearing a helmet in three of five (60%) motorcycling scenes. Much of the variability in published estimates can be attributed to ...

African Americans have always been an integral part of the history of aviation. The grace, excitement, and glamour of flight were no doubt attractive to the many African American aviators who took to the skies in the early part of the twentieth century, but aviation also seemed to present new opportunities and a new way forward in a country still beset by the terrible injustices of Jim Crow. While the achievements of, say, the Tuskegee Airmen may be fairly well known, however, the biographies of many of the earliest African American aviation pioneers are often familiar only to historians and aviation enthusiasts.. The current photo essay, composed by scholar Philip S. Hart in collaboration with the Smithsonian Institution, brings the lives of ten African American aviation pioneers into vivid relief. From the earliest licensed African American pilot, Emory Malick, to the saxophone-playing parachutist Hubert Julian, to the globetrotting Bessie Coleman, this essay touches on the full spectrum of ...

The ANAO report noted that the Tiger has consistently underperformed against availability and rate of effort targets, that on average, only 3.5 aircraft, of the operational fleet of 16 in service with 1 Aviation Regiment in Darwin were considered serviceable at 10am on any given day in 2015, and that the Tiger fleet is unlikely to exceed 74 per cent of its original target for rate of effort.. Wrote Crocombe in the July 4 dated letter: Multiple statements throughout the extract state that on average during 2015 only 3.5 aircraft were considered serviceable. The recorded data on the Defence Restricted Network states 5.4 aircraft [were available] for 2015 and 6.8 aircraft so far in 2016.. Further, the determination of serviceability where a measure is taken at 10am on any given day is not a good metric as it is not adjusted if no aircraft were required on the day, or if the aircraft became serviceable and flew later in the day. ...

During parachute deployments, nylon canopy cloth and nylon suspension lines are dragged across other nylon materials at high speeds which result in frictional heat damage. Cotton is used as a buffer material in sleeves, suspension stow line loops, deployment bags and as barrier fabrics between nylon webbings. Yet, cotton yarn production and textile manufacturing in the US is decreasing due to the shift in textile manufacturing to Asia. The ability to purchase high strength cotton in the US, thereby maintaining Barry Amendment compliance, is becoming more difficult. There is a critical need in the Army to develop a material that can perform like cotton as energy-absorbing buffer materials in parachutes. Luna Innovations is addressing the need to reduce or eliminate cotton as parachute buffer materials through the use of low friction, thermally conductive textile coatings on nylon. The novel coating will reduce the frictional heating of nylon on nylon upon deployment ...
