Medical practice: defendants and prisoners. (2/888)

It is argued in this paper that a doctor cannot serve two masters. The work of the prison medical officer is examined and it is shown that his dual allegiance to the state and to those individuals who are under his care results in activities which largely favour the former. The World Health Organisation prescribes a system of health ethics which indicates, in qualitative terms, the responsibility of each state for health provisions. In contrast, the World Medical Association acts as both promulgator and guardian of a code of medical ethics which determines the responsibilities of the doctor to his patient. In the historical sense medical practitioners have always emphasized the sanctity of the relationship with their patients and the doctor's role as an expert witness is shown to have centered around this bond. The development of medical services in prisons has focused more on the partnership between doctor and institution. Imprisonment in itself could be seen as prejudicial to health as are disciplinary methods which are more obviously detrimental. The involvement of medical practitioners in such procedures is discussed in the light of their role as the prisoner's personal physician.  (+info)

Conditions required for a law on active voluntary euthanasia: a survey of nurses' opinions in the Australian Capital Territory. (3/888)

OBJECTIVES: To ascertain which conditions nurses believe should be in a law allowing active voluntary euthanasia (AVE). DESIGN: Survey questionnaire posted to registered nurses (RNs). SETTING: Australian Capital Territory (ACT) at the end of 1996, when active voluntary euthanasia was legal in the Northern Territory. SURVEY SAMPLE: A random sample of 2,000 RNs, representing 54 per cent of the RN population in the ACT. MAIN MEASURES: Two methods were used to look at nurses' opinions. The first involved four vignettes which varied in terms of critical characteristics of each patient who was requesting help to die. The respondents were asked if the law should be changed to allow any of these requests. There was also a checklist of conditions, most of which have commonly been included in Australian proposed laws on AVE. The respondents chose those which they believed should apply in a law on AVE. RESULTS: The response rate was 61%. Support for a change in the law to allow AVE was 38% for a young man with AIDS, 39% for an elderly man with early stage Alzheimer's disease, 44% for a young woman who had become quadriplegic and 71% for a middle-aged woman with metastases from breast cancer. The conditions most strongly supported in any future AVE law were: "second doctor's opinion", "cooling off period", "unbearable protracted suffering", "patient fully informed about illness and treatment" and "terminally ill". There was only minority support for "not suffering from treatable depression", "administer the fatal dose themselves" and "over a certain age". CONCLUSION: Given the lack of support for some conditions included in proposed AVE laws, there needs to be further debate about the conditions required in any future AVE bills.  (+info)

Physicians' perceptions of managed care. (4/888)

We wished to determine physicians' views and knowledge of managed care, particularly their beliefs about the provisions of managed care contracts in terms of legality and ethics. A questionnaire was sent to the 315 physicians of the medical staff of Norwalk Hospital in Connecticut regarding managed care and managed care contracts. Sixty-six responses were received within a 45-day period (20.9% return). Although only 1 of 11 contract provisions presented in one section of the questionnaire was illegal in Connecticut, a majority of physicians believed 7 of the 11 were illegal. On average, 50% of physicians polled thought each of the provisions was illegal, and a varying majority of physicians (53% to 95.4%) felt the various provisions were unethical. The majority of respondents (84.8% to 92.4%) believed that nondisclosure provisions were unethical. Ninety-seven percent thought managed care interferes with quality of care, and 72.7% of physicians felt that the managed care industry should be held legally responsible for ensuring quality of care. However, 92.4% of physicians considered themselves to be ethically responsible for ensuring quality of care. Physicians have a poor understanding of the legal aspects of managed care contracts but feel strongly that many provisions of these contracts are unethical. Physicians also believe that managed care is causing medicine to be practiced in a manner that is contrary to patients' interests and that legal recourse is needed to prevent this.  (+info)

International developments in abortion law from 1988 to 1998. (5/888)

OBJECTIVES: In 2 successive decades since 1967, legal accommodation of abortion has grown in many countries. The objective of this study was to assess whether liberalizing trends have been maintained in the last decade and whether increased protection of women's human rights has influenced legal reform. METHODS: A worldwide review was conducted of legislation and judicial rulings affecting abortion, and legal reforms were measured against governmental commitments made under international human rights treaties and at United Nations conferences. RESULTS: Since 1987, 26 jurisdictions have extended grounds for lawful abortion, and 4 countries have restricted grounds. Additional limits on access to legal abortion services include restrictions on funding of services, mandatory counseling and reflection delay requirements, third-party authorizations, and blockades of abortion clinics. CONCLUSIONS: Progressive liberalization has moved abortion laws from a focus on punishment toward concern with women's health and welfare and with their human rights. However, widespread maternal mortality and morbidity show that reform must be accompanied by accessible abortion services and improved contraceptive care and information.  (+info)

Human cloning and child welfare. (6/888)

In this paper we discuss an objection to human cloning which appeals to the welfare of the child. This objection varies according to the sort of harm it is expected the clone will suffer. The three formulations of it that we will consider are: 1. Clones will be harmed by the fearful or prejudicial attitudes people may have about or towards them (H1); 2. Clones will be harmed by the demands and expectations of parents or genotype donors (H2); 3. Clones will be harmed by their own awareness of their origins, for example the knowledge that the genetic donor is a stranger (H3). We will show why these three versions of the child welfare objection do not necessarily supply compelling reasons to ban human reproductive cloning. The claim that we will develop and defend in the course of our discussion is that even if it is the case that a cloned child will suffer harms of the type H1-H3, it is none the less permissible to conceive by cloning so long as these cloning-induced welfare deficits are not such as to blight the existence of the resultant child, whoever this may be.  (+info)

Genetic testing: a conceptual exploration. (7/888)

This paper attempts to explore a number of conceptual issues surrounding genetic testing. It looks at the meaning of the terms, genetic information and genetic testing in relation to the definition set out by the Advisory Committee on Genetic Testing in the UK, and by the Task Force on Genetic Testing in the USA. It argues that the special arrangements that may be required for the regulation of genetic tests should not be determined by reference to the nature or technology of the test, but by considering those morally relevant features that justify regulation. Failure to do so will lead to the regulation of genetic tests that need not be regulated, and would fail to cover other tests which should be regulated. The paper also argues that there is little in the nature of the properties of gene tests, using DNA or chromosomes, that in itself justifies a special approach.  (+info)

Genetics and the British insurance industry. (8/888)

Genetics and genetic testing raise key issues for insurance and employment. Governmental and public concern galvanised the British insurance industry into developing a code of practice. The history of the development of the code, issues of genetic discrimination, access to medical information, consent and the dangers of withholding information and the impact on the equity of pooled risk are explored. Proactive steps by the Association of British Insurers suggest that moral reflection not legislation is the way forward.  (+info)

Making Education Work for the Middle Class. A) Simplify the Department of Education by Block Granting Most of its Budget to the States. Ron Paul, Rick Perry and Herman Cain all tried appealing to conservatives in the primaries in 2012 with the simple-minded proposal that we should simply abolish entire Federal departments. There is a certain libertarian appeal toward deleting expensive and useless departments with good-sounding mandates but bad results. We get that. But the public - the conservative public - rejected such notions and elected the guy that wanted to streamline the government and increase state power in an attempt to make government work properly, rather than giving up on government entirely. We believe most in the middle class want to see their government achieve results, rather than gambling that the results will happen naturally without government interference. We believe the GOP must embrace the notion of governing. One way to do that, is to let the states make decisions about ...

Regulation of alcohol in the United States uses a three-tiered system that perpetuates big businesss control on the alcohol industry and has helped maintain a cartel-like hold on the marketplace ever since the end of alcohol prohibition in 1933. The power the distributor has on the market cannot be underestimated. In order for alcoholic products to be sold, the law requires you to go through a distributor who has been licensed by the state to sell to the retailer. This means if you decide to import or start up a brewery, youll have to acquire a distributor license yourself and deal with the subsequent overhead cost associated with it. The other option is signing a contract with an existing distributor who will sell your beer while expanding their own distributing network. The cost here is perpetuating the control big business has on the alcohol industry. Laws regarding alcohol vary depending on which US state you reside in but generally, its required by law to ONLY sell beer to properly ...
Manufacturers in the healthcare industry are facing a mix of cost and pricing pressures, from government regulations to changes in how hospitals pay for their goods. The solution: Companies will have to work smarter and more efficiently to keep up.. Makers of medical devices and equipment are feeling the squeeze. Research published last year by Emergo Group, a consulting firm for the medical device industry, revealed that pricing pressure is a big concern for these companies. About one-third of executives said pricing pressure is a top challenge facing their business. Among companies with 250 or more employees, 61% said pricing pressure was among their biggest challenges.. Where is the pressure coming from? It starts at the top, with government regulation. Perhaps the biggest example is themedical device excise tax enacted in 2013 as part of the Affordable Care Act (ACA). The 2.3% tax has led 43.5% of companies to adjust their operations in some way-by raising prices, investing less in research ...

Also, regulators in jurisdictions in which Prudential operates may change the level of capital required to be held by individual businesses or could introduce possible changes in the regulatory framework for pension arrangements and policies, the regulation of selling practices and solvency requirements. Furthermore, as a result of the recent interventions by governments in response to global economic conditions, it is widely expected that there will be a substantial increase in government regulation and supervision of the financial services industry, including the ...

First off, there is a problem with this reasoning. Not every human being responds the same to every chemical substance. Every human body is different; you know that simply from hearing about individuals allergic reactions-one is allergic to cats or penicillin, another is not. So you know the reasoning is off. One shoe does not fit every foot. Likewise one vaccine may be safe for one individual and cause autism for another. There is no vaccine, no medicine that is a sure thing. Drugs and foods and all chemical substances may cause allergic reactions, may induce side effects, create catastrophe or lead to death. There is uncertainty about every chemical that is man made. That is why we have the FDA and government regulation and agencies like the CDC to monitor our drug safety and weigh the levels of uncertainty. If a drugs danger risk outweighs its benefits, they will pull the drug and ban it. Unless, of course, government agencies are not independent bodies but are pressured and controlled by ...
Nearly 30 years ago, as a chemistry student I was studying the dangers of trans-fats versus cis-fats. The difference, cis fats are naturally occurring and have health benefits, while trans-fats are man-made and have known adverse effects on heart and overall health. Eventually, there were government regulations placed on manufacturers who included trans-fats in their products but by then much of the damage had been done. Technically, the food industry helped create the obesity crisis and contributed to the rise in cardiovascular disease as well as diabetes.

When we call a capitalist society a consumers democracy we mean that the power to dispose of the means of production, which belongs to the entrepreneurs and capitalists, can only be acquired by means of the consumers ballot, held daily in the marketplace.. ~ Ludwig von Mises. This is the result of parents demanding too much government involvement in keeping us safe. Many parents were doing what worked, conscientiously shopping for quality. But because many feel that the government needs to be heavily involved in child safety, the government has responded favorably and gotten involved. Now the same people who would lobby for more government regulation are saying, But wait! We didnt mean us! We truly have to choose which side of this issue to stand on. You either want broad government regulation of toy safety or you dont. Personally I dont. I feel competent to make smart choices for my family all by myself. Sorry to be the bearer of bad news, but we (parents) brought this on ourselves.. ...
Graduates of the IFT program work with food scientists and technologists in helping to meet consumer demand for food products that are safe, healthy, convenient, and flavourful.. Graduates use their creative knowledge of chemistry, microbiology, and other sciences to develop new or better ways of preserving, processing, packaging, storing, and delivering foods. Some graduates work with food scientists engaged in new product development, designing new foods and discovering new food sources. They search for ways to improve the nutritional benefits of existing foods and work to replace undesirable additives.. They also develop new and more efficient ways to process, preserve, package, or store food according to industry and government regulations. Others enforce government regulations, inspecting food processing areas and ensuring that sanitation, safety, quality, and environmental standards are met.. The food technology professional typically works in private industry, education, or for government ...

You can read his further points here. In fact I agree with many of Krugmans observations in what I thought was overall a useful post. Its just that I think a lot of other viewpoints are living in a fantasy world too.. That said, Krugman grossly underestimates the costs of government regulation. For one thing, government regulations are a major obstacle to the infrastructure improvements which Krugman is so keen on. To use Krugmans own pick of the cherry, he wrote another post defending the DMV for its on-line service and reasonable wait times. It was not always so, but on top of that lets not forget the Virginia DMV just tried to put Uber and other ride-sharing services out of business (Krugman himself wrote rapturously about Uber a few weeks ago and how it held out the promise of a society with diminished car ownership in some locales. I say bring it on.) Fortunately the regulators were temporarily overriden in this case, although they may reemerge as an obstacle in a subsequent bargain. ...

Biotechnology R& D Spending Is Being Scaled Back Already drug companies have begun to hold the line on R& D expenditures in expectation of lower earnings. This is having a direct effect not only on their own development efforts, but on their commitment to biotechnology. As a recent Wall Street Journal article noted, leaks and policy trial balloons are helping to wreck havoc on small biotechnology firms. 28 As a result, many promising therapies are being shelved because of a growing lack of resources and a concern about price controls. One executive put it this way:. We know that our ACE inhibitor has promise in preventing hardening of the arteries but we cant commit the resources to prove its effectiveness. The fact is, generics are coming on the market and they will grab more business. We will never get our investment back on such a project.. Henri Temeer, Chairman of Genzyme and one the pioneers of the biotechnology business, believes that price controls will lead to dumbing down ...

Except as otherwise provided for in this section and s. 487.051(2), and notwithstanding any other provision of law, a local government may not adopt any ordinance, regulation, rule, or policy to prohibit, restrict, regulate, or otherwise limit an activity of a bona fide farm operation on land classified as agricultural land pursuant to s. 193.461, where such activity is regulated through implemented best management practices or interim measures developed by the Department of Environmental Protection, the Department of Agriculture and Consumer Services, or water management districts and adopted under chapter 120 as part of a statewide or regional program. HB 815 amendment 1 & 2 and HB 1263 amendments 5 & 6 were passed out of the Illinois Senate Public Health Committee last night, advancing to the full Senate floor for a debate and possible approval later today. As we highlighted yesterday, the legislation would ban a plethora of firearms including semiautomatic rifles, pistols, and shotguns, and pump action shotguns, forcing residents to register them with State Police as a pre-cursor to confiscation. The two bills, which are being spearheaded by Democratic Senate leader John Cullerton and have a 50-50 chance of passage, would also severely restrict private gun ranges by placing them under government regulation. If passed the bills would ban most all semi-auto handguns, rifles, and shotguns as well as pump rifle and shotguns. The proposed legislation would also close down most shooting ranges and clubs that are open to the public or conduct events open to the public. Included in the legislation is a ban on ammunition magazines with a capacity to ...
British Petroleum Visionaries. by Mike Adams, the Health Ranger, Editor of NaturalNews.com, Tuesday, May 25, 2010. (NaturalNews) The Gulf of Mexico oil catastrophe, now in its 35th day, has struck land, coating tourist beaches, marshes and shorelines with a greasy black filth that metaphorically represents the corporate greed that now dominates the U.S. economy. We are all awash in the dark slime of corporations gone bad, and now were paying the price for allowing these companies to dominate our media, our government and our entire economy.. You might think government regulators could have prevented all this, but thats hardly the case. This disaster isnt merely about a government regulation failure; its about what happens when you let corporations rule Washington.. Reporters threatened with arrest by U.S. Coast Guard under orders from BP. British Petroleum has been steamrolling both the federal government and the press over this oil catastrophe in the Gulf. For starters, the U.S. Coast Guard ...
PCIHIPAA, a leading HIPAA compliance solution provider, was named one of 2017s Top 10 Healthcare Solution Providers by Healthcare Tech Outlook.. SANTA MONICA, CA, UNITED STATES, October 11, 2017 /EINPresswire.com/ - Patient care is advancing in ways that promise great dividends to both healthcare providers and technology developers. In order to make healthcare more successful, profitable and responsive to patient needs, healthcare organizations are leveraging the power of technology to ensure compliance by changing healthcare trends, guidelines, laws, and government regulations. In fact, The U.S. Department of Health and Human Services Office for Civil Rights has conducted random HIPAA audits in 2017, because of the rising number of claims that protected health information has been compromised. As the Office for Civil Rights has become more aggressive with HIPAA enforcement, large settlements have become widespread, and penalties for HIPAA noncompliance are now a recurring reality. It is ...
sic]). But those privileges come at the cost of accepting an extensive and intrusive set of government regulations on official union activity. The result is not only a violation of the rights of employers to refuse to bargain with union reps, but also a substantial government subsidy for conservative unionism as against competing forms of union organizing, like those practiced by anti-establishmentarian, radical unions like the Industrial Workers of the World - tactics like minority unionism (crowded out of the market by government-subsidized majoritarian collective bargaining), wildcat strikes (illegal under the Wagner Act), secondary strikes and boycotts (illegal under the Taft-Hartley Act), general strikes (ditto), union hiring halls (double ditto), and so on. The combination of government privilege with government controls may benefit the select outfits that toe the establishmentarian line and get their hands on the government loot. But it does so at the expense of the goals that those ...

Pharmaceutical company stocks increased between 4 and 9 percent immediately following the election of Donald Trump. Trumps views on reducing government regulations for drug prices provide pharmaceutical companies some relief from the continued scrutiny of their pricing practices. In addition, the defeat of Proposition 61, a measure on the California ballot to lower drug prices for state agencies, was also a win for the pharmaceutical industry, which spent more than $100 million on efforts to defeat the initiative. Analysts speculate both developments may mitigate state efforts to address drug pricing. Peter Loftus and Denise Roland with The Wall Street Journal have the story (subscribers content).. Lawrence J. Nelson: Clinical laboratories that perform genetic analysis are subject to regulations under CLIA to ensure the accuracy and reliability of test results they produce from PGD. Government regulation of what may be tested for is quite a different matter. Although the Supreme Court has never decided the issue, persuasive arguments have been made that individuals have a constitutional right to reproduce without interference by the state. To the best of my knowledge, no court has ever held that the state may, consistent with the Constitution, assert any direct control over human embryos that exist in vitro. I find it very difficult to imagine what the states legitimate interest would be in forbidding individuals from deciding which of their embryos are to be implanted following PGD or from determining, in collaboration with the professionals involved, what genetic testing would be done on the embryos.. Arthur L. Caplan: I feel that 3 main laws ought to be in place for PGD: (1) setting ...
The health of our businesses is (or should be) a concern for all of us. As 2012 is still in its infancy, lets take some time to reflect on new and upcoming regulations. Why? Because regulations are a part of the reason we are stuck between 8 and 9 percent unemployment and why business leaders are so uncertain of our economic future and unwilling to invest in it to create jobs. Its a vicious circle.. This vicious circle has consequences, as explained by Cynthia Magnuson of the National Federation of Independent Business. She indicated that Washingtons recent policies have worsened the three top concerns among employers: healthcare costs, corporate tax complexity, and increased government regulations. Another business leader suggested that we need to drain the regulatory swamp.. Over the past three years, that swamp has gotten deeper. There are currently more than 4,200 proposed federal rules awaiting approval. Those that impact small businesses have increased more than 11% since 2009. The ...
Lightweight materials help to decrease the weight of the vehicle and reduce energy consumption. Technological advancement, worldwide increase in vehicle production and rise in disposable income are the major factors driving the growth of automotive lightweight material market. Government regulation on environmental and standard enforced to cut down CO2 emission and technological evolution are driving the global automotive lightweight materials market. High cost associated with lightweight materials may restrain the growth of automotive lightweight materials market.. Chassis and suspension comprise more than 30% of the overall weight of the vehicle, which creates the huge market for the lightweight materials. The lightweight materials which is used in chassis and suspension are AHSS and aluminum. The plastic materials segment is likely to grow at the fastest rate in the forecast period due to increased usage of plastic in automobile interiors, such as seats, dashboard, instrument panel, and ...
I think it would be presumptuous of me to try and outline all of the issues right now, because I have to confess Im not as well versed in this as perhaps I should be because of my newness to this job. In addition, weve had many things that have required my attention since I have actually gotten on board. Nevertheless, I certainly think we need to look at the full range of possibilities, always leaning in the direction, if we can, that there not be government regulations on the research that is being done. I think there is great benefit, when it doesnt compromise national security, to be able to openly publish results of scientific research. For the time being, and I want to say for the time being, the current policy is just that of the NSDD 189, which we talked about earlier. This particular directive spells out, just about as clearly as anything possibly could, what the position is that research is either classified or it is not classified, but not in-between ...

Madam Speaker, I rise today to express my concern over another example of rampant government regulation.. For seventeen years, the Food and Drug Administration has sought to ignore congressional intent and create a vast new regulatory regime for dietary supplements. Millions of Americans, including many of my constituents and my family, rely on dietary supplements as part of their everyday health maintenance routine. Moreover, they play an important role in ensuring that people take individual responsibility for preventative health care. We all can agree that the FDA should not limit Americans access to dietary supplements….. Last week, the comment period on the FDAs draft guidance closed. Now that theyve heard from the public, and now that Im sure theyve heard from countless Americans who share my concern, I urge them to go back to the drawing board and ensure that they do not limit Americans access to dietary supplements.. ...
A clinical trial is a research study on human volunteers designed to answer specific health questions. The purpose of a clinical trial is to find out whether a medicine or treatment regimen is safe and effective against a specific condition or disease.. Clinical trials compare the effectiveness of the study medicine or treatment against standard, accepted treatment or a placebo. (A placebo is an inactive substance used to compare results with an active substance). Early (phase I) trials establish the safety, toxicity, and safe dosing ranges of a new treatment.. A clinical trial may be sponsored by a government agency, such as the National Institutes of Health, or a pharmaceutical or biotechnology company. All clinical trials are guided by government regulations. These rules make sure that participants are not likely to be harmed and that they fully understand the risks and benefits of participating. ...
Great video.. The guy is definitely off on taxes and regulation. I cant tell if thats because he truly believes those two are superior tools, or because he knows he will never convince a timid, skeptical public without throwing them in with the deal (and pretending hes on board).. But either way, regulation cannot be enforced effectively, let alone efficiently, especially when compared to the alternative of market competition and media exposure. Ironically, the media will bust a company lying to customers (a good thing) and immediately thereafter whine for government regulation (sighhhh). Taxes are indeed theft. And the extra programs that these taxes, these resources, fund are guilty of the same crimes as any other government program and government spending. (i.e. Theft, as you said.). He did, however, brilliantly hit on two points that I had forgotten about long ago. One of them is: But think of the children!! If there is one emotional reflex stopping this issue from being resolved ...
In order for any of the 17 SDGs to be realistically achieved, or for serious progress to be made by 2030, the involvement of non-governmental actors is essential. An approach sufficiently supported by the private sector is more likely to succeed than a governmental approach on its own. The SDGs require action on every level of society and government regulations and contributions alone are not pervasive enough.. According to a 2016 Brookings report, private investments and financial flows have drastically increased over the past two decades. Official Development Assistance (ODA), donated by governments now accounts for just 10% of financial flows; private flows comprise the remaining 90%. Furthermore, a Sustainable Development Solutions Network (a Global Initiative for the UN) Report explains that the SDGs compel a global partnership, one in which states must coordinate and cooperate with multinational businesses in order for the SDGs to be realistically achieved. Although the success of this ...

Rather than complaining about litigiousness, or the New York Times, why not do an honest piece about corporate responsibility, or lack thereof which is the real issue at hand. I havent read anything that disputes the impact of whisk(e)y production on the growth of the Baudoinia fungus. So there seems to be broad agreement that the spread of the fungus is a mess that is created by the distilling industry. Why them shouldnt the burden of mitigating this impact be borne by the industry that profits from its creation? Honest allocation of the real cost of industrial impacts on society should the cornerstone of a free market society. This can be done one of several ways, through government regulation, through the courts, or through a industry pro-actively taking responsibility for their impacts and voluntarily bearing the costs of their mitigation. If the bourbon industry doesnt want to be sued or regulated then why cant they take responsibility for the mess the fungus makes in the surrounding ...
Id like to join in on the blame game that has come to define our national approach to the ongoing environmental disaster in the Gulf of Mexico. This isnt BPs or Transoceans fault. Its not the governments fault. Its my fault. Im the one to blame and Im sorry. Its my fault because I havent digested the worlds in-your-face hints that maybe I ought to think about the future and change the unsustainable way I live my life. If the geopolitical, economic, and technological shifts of the 1990s didnt do it; if the terrorist attacks of Sept. 11 didnt do it; if the current economic crisis didnt do it; perhaps this oil spill will be the catalyst for me, as a citizen, to wean myself off of my petroleum-based lifestyle. Citizen is the key word. Its what we do as individuals that count. For those on the left, government regulation will not solve this problem. Governments role should be to create an environment of opportunity that taps into the innovation and entrepreneurialism that define us ...

Wehrmann 2005. An analysis of the land market insitutions in Accra showed that the weakest point is the implementation. The questions now is why are the formal institutions not implemented sufficiently. Apart from limited financial means and human capacities, lack of coordination and cooperation etc. a main problem is the lack of acceptance of formal institutions. This might partly be due to long procedures and high (official as well as inofficial) costs but it also reflects peoples general perception of and attitude towards the state. Whats the reason for it? The negligence of autochthonous institutions and the attempt to replace them by external models (European institutions) have in certain cases resulted in non-acceptance and viola¬tions of government regulations by traditional authorities. Multiple sales of land by different traditional chiefs (head of stools, head of families) and the violation of land use regulations by individuals represent the most common forms of land conflicts. Science has come a long way with regard to the consideration of sex differences in clinical and preclinical research, but one field remains behind the curve: human statistical genetics. The goal of this commentary is to raise awareness and discussion about how to best consider and evaluate possible sex effects in the context of large-scale human genetic studies. Over the course of this commentary, we reinforce the importance of interpreting genetic results in the context of biological sex, establish evidence that sex differences are not being considered in human statistical genetics, and discuss how best to conduct and report such analyses. Our recommendation is to run stratified analyses by sex no matter the sample size or the result and report the findings. Summary statistics from stratified analyses are helpful for meta-analyses, and patterns of sex-dependent associations may be hidden in a combined dataset. In the age of declining sequencing costs, large consortia efforts, and a number of useful

While this development does not directly impact businesses covered by Title III, it does suggest a few relevant considerations. The questions posed in the SNPRM indicate that DOJ is considering many of the issues that Title III businesses have been forced to grapple with on their own in the face of the recent wave of website accessibility demand letters and lawsuits commenced on behalf of private plaintiffs and advocacy groups. It would be a positive development for any eventual government regulations to clearly speak to these issues. Conversely, it may be even longer before we see final regulations for Title III entities. DOJ has long indicated its intent to first promulgate Title II regulations and then draw upon them in developing subsequent Title III regulations. While the final Title II regulations were expected in 2016, the Title III regulations were already not expected until any earlier than 2018. Therefore, this unexpected development could result in even further delays in the issuance ...

So... When I take my trips to India hoping to inform the population and improve working conditions, I feel a little hopeless. Indian government regulation in the mining sector is a joke. And its such a joke, its taken the wind out of my sails. People make money enslaving others, and bribe they people who regulate their industry. Everyone knows it and while some NGOs are making a stink, things seem to be getting worse. Large companies are going to rape the resources of the third world and charge them for infrastructure projects meant to increase employment, but in the end will increase slave labor and the bank accounts of the people in the world that are already rich ...
Patterns in time, place and cause of death can have an important impact on calculated hospital mortality rates. Objective is to quantify these patterns following myocardial infarction and stroke admissions in Dutch hospitals during the period 1996-2003, and to compare trends in the commonly used 30-day in-hospital mortality rates with other types of mortality rates which use more extensive follow-up in time and place of death. Discharge data for all Dutch admissions for index conditions (1996-2003) were linked to the death certification registry. Then, mortality rates within the first 30, 90 and 365 days following admissions were analyzed for deaths occurring within and outside hospitals. Most deaths within a year after admission occurred within 30 days (60-70%). No significant trends in this distribution of deaths over time were observed. Significant trends in the distribution over place of death were observed for both conditions. For myocardial infarction, the proportion of deaths after transfer to
None of the benefits of surrogate sires can be realized, however, without changes in the current landscape of government regulations and public perception.. Even when the technology is advanced enough for commercialization, gene-edited surrogate sires could not be used in the food chain anywhere in the world under current regulations, even though their offspring would not be gene-edited. This is due in part to the misperceptions that gene editing is the same as the controversial gene manipulation, Oatley said. Gene editing involves making changes within a species that could occur naturally. It does not combine DNA from different species.. Oatley realizes there is a lot of work to do outside of the lab and recently joined the National Task Force on Gene Editing in Livestock to bring together researchers, industry representatives, bioethicists and policymakers to find a path forward for the technology.. Even if all science is finished, the speed at which this can be put into action in livestock ...
Different types of foams based on different resins are manufactured according to specific requirement of different applications. These foams are classified based on their chemistries, namely, silicone, polyimide, melamine, polyethylene, and others. Currently, melamine foam dominates the high heat foam market.. Automotive, railway, industrial, aerospace, and others are the main application segments considered in the report. Industrial application is estimated to be the highest growing application, in terms of volume, between 2016 and 2021. Growing demand for high heat foam from the automotive and industrial application drives the market. On the other hand, volatility in raw material prices, government regulations, and recessionary effect on the end-use industries which is restricting the growth of high heat foam market globally.. Asia-Pacific was the largest market for high heat foams, in terms of value and volume, in 2015. The region is also expected to witness high growth rate in the high heat ...
