Remembering the ultimate goal of environmental protection: including protection of impoverished citizens in China's environmental policy. (8/112)The life of impoverished people can be damaged by adverse environmental conditions, but these people can also be harmed by environmental conservation programs, particularly when the guiding policy ignores their needs. To improve the social and economic effectiveness of environmental protection, governments must understand that the ultimate goal of environmental protection is to improve human livelihoods, not just restore vegetation. The elimination of poverty by the development of sustainable, long-term enterprises is a precondition for successful ecological restoration. (+info)
The impact of myths on environmental policy in America, and an exploration of pest management in Uganda: three female...
Three female researchers at LUCSUS have secured funding from Formas for two research projects, one on myths and environmental policy in America, and one on pest management and environmental justice in Uganda. The projects will start in 2018 and run for three years.. Researcher Maja Essebo will lead on the first project, entitled: Alternative facts: a long-term analysis of the impact of myth on American environmental policy. The overall aim of the project is to conduct cumulative and long-term analysis of how and to what extent myth is used to legitimise and guide American environmental policy and practice, focusing specifically on climate change policies.. - It is now clear that fighting stories with facts does not work. With this project, Im hoping to bring the importance of taken-for-granted stories, or myths, to the forefront, showing how they legitimise and steer action in the form of environmental policy. We need to be better at understanding these stories. And possibly at telling them, ...

Controlling Air Pollution in China: Risk Valuation and the Definition of Environmental Policy - Therese Feng; | Foyles Bookstore
Rapid economic growth in China has been fueled by, and continues to stimulate, a huge demand for power, posing significant challenges to local, regional and international atmospheric environments. This timely book assesses this environmental risk and considers the efficient design of environmental policy in the development of new coal-fired plants in China. Coal-fired electricity generation currently accounts for about 80 per cent of Chinas power sector and so it is vital to establish how new plants can be designed to minimize the harmful environmental effects of this type of power generation. In designing pollution control policies in China there is a need to identify appropriate policies for a fast developing economy where incomes, attitudes and technology are also rapidly evolving. Therese Feng explores the use of societal values in developing environmental policies and presents an integrated assessment which carefully characterizes the nature and value of environmental damage using the model of

Economic Research Informs Environmental Policy Decision Making
Are economists useful people? We are loved and we are modest but are we contributing to overall well being? This new paper raises my confidence in the role of positivist analysis. The authors provide a subtle statistical analysis of a key environmental policy issue. Do cleanups of toxic waste sites (Superfund) increase local property values? Until now, the conventional wisdom is that the answer is no. Critics of environmental regulation have been quick to point out its costs. So, should we end the Superfund cleanup program? Measuring the benefits of environmental regulation remains a hard problem because attributes such as clean air or a non-toxic neighborhood are not market commodities. Techniques such as contingent valuation for valuing such non-market goods remain debated. Using several different data sets at different spatial resolutions, the authors of this Superfund paper conclude that land prices rise in the aftermath of toxic cleanups. As we try to build Green Cities in past ...

EPA is in the process of revising and updating its Guidelines and as such we are revisiting our approach to valuing mortality risk reductions. The literature has grown considerably since EPAs default estimate was derived and several EPA-funded reports have raised issues related to the robustness of estimates emerging from the mortality risk valuation literature. Furthermore, several meta-analyses have been conducted of this literature, providing new means of deriving central, default values for consideration. EPAs goal in bringing this issue to the SAB-EEAC is to seek expert opinion and guidance regarding the most appropriate way in which to proceed in updating the VSL estimate used to assess the mortality risk reductions from environmental policy. ...

We Redistribute the Worlds Wealth by Climate...
First of all, developed countries have basically expropriated the atmosphere of the world community. But one must say clearly that we redistribute de facto the worlds wealth by climate policy. Obviously, the owners of coal and oil will not be enthusiastic about this. One has to free oneself from the illusion that international climate policy is environmental policy. This has almost nothing to do with environmental policy anymore, with problems such as deforestation or the ozone hole. ...
Pallavi Sharma • Comparative Politics / Environmental Policy Research Centre (FFU) • Department of Political and Social Sciences
Pallavi Sharma is a student at TERI University, New Delhi. She is pursuing her Masters in Climate Science and Policy; currently she is in FFU for her project on urban cities and climate change. Urban cities shelter about half of worlds population and demand huge amount of energy and facilities for its subsistence. These provide higher GDP per capita and income more then national average which draws in more population this good is then overshadowed by externalities like congestions, risks of natural disasters etc. This is also reflected in the GHG emissions they produce this concern has resulted in elaborate actions plans. Through her study she wants to analyse the policy actions that have been taken in various sectors of different cities in Germany and find out the success rate and cause of leakages, lax enforcements. Sustainable development is illustrated by urban indicators, her work will also analyse key indicators. She also aims to suggest certain policy actions for Indian cities that can ...

Environmental innovations in services: Manufacturing-services integration and policy transmissions
Downloadable (with restrictions)! This paper investigates the relevant factors behind the almost unexplored realm of environmental innovation in services, using a dataset of 8161 Italian service firms. Specifically, we test whether manufacturing-services integration matters for environmental innovations. In addition, taking account for the heterogeneity of the service industries, we analyse whether environmental policies for manufacturing transmit induced innovation effects to services. Our findings show that: (i) the drivers of environmental innovations related to carbon abatement and energy efficiency differ across industries, and (ii) cooperation, training, environmental management systems and public funding play key roles in these processes. The integration of services and manufacturing through push and pull-effects, and the environmental policy transmission effect from manufacturing to services, generally do not seem to have a positive impact on the diffusion of environmental innovations.

Environmental Governance in Europe - Hardback - Albert Weale, Geoffrey Pridham, Michelle Cini, Dimitrios Konstadakopulos,...
Over the last thirty years, the European Union has created a system of environmental governance in Europe. With a large number of legislative measures, the EUs environmental policy is broad in scope, extensive in detail and often stringent in effect. Environmental governance also extends to the ways in which decision making on environmental policy has become institutionalized within Europe, both at the level of the EU itself and in the practices of the member states.

EMEP Strategies - Air Pollution - Environmental Policy - UNECE
The EMEP Monitoring Strategy 2020-2029 was developed by the EMEP centers in close cooperation with the Parties through the Task Force on Measurements and Modelling. The Executive Body approved the document in December 2019 (Decision 2019/1). The monitoring strategy for 2020-2029 consolidates the established approaches and aspirations for monitoring activities in order to provide consistent and adequate observational data supporting the EMEP objectives. Furthermore, it introduces some minor changes to the specific requirements in order to meet the needs of EMEP for the coming decade. Fundamental objectives of EMEP monitoring are to ensure: (a) Adequate ongoing long-term monitoring of concentrations and deposition fluxes to assess exposure and impacts on health, ecosystems, vegetation, materials and climate; (b) Adequate spatial coverage in the geographical domain of EMEP and improved access to information from areas that have been insufficiently covered up to now; (c) Sufficient temporal ...
Cigarettes butts and the case for an environmental policy on hazardous cigarette waste.
Author(s): Novotny, Thomas E; Lum, Kristen; Smith, Elizabeth; Wang, Vivian; Barnes, Richard | Abstract: Discarded cigarette butts are a form of non-biodegradable litter. Carried as runoff from streets to drains, to rivers, and ultimately to the ocean and its beaches, cigarette filters are the single most collected item in international beach cleanups each year. They are an environmental blight on streets, sidewalks, and other open areas. Rather than being a protective health device, cigarette filters are primarily a marketing tool to help sell safe cigarettes. They are perceived by much of the public (especially current smokers) to reduce the health risks of smoking through technology. Filters have reduced the machine-measured yield of tar and nicotine from burning cigarettes, but there is controversy as to whether this has correspondingly reduced the disease burden of smoking to the population. Filters actually may serve to sustain smoking by making it seem less urgent for smokers to quit and easier
environmental policy - What is the Swachh Bharat Mission doing to reduce pollution in India? - Politics Stack Exchange
Does the Swachh Bharat Abhiyan (Clean India Mission) have any solution to Indias problem of pollution? The primary focus seems to be on building isolated toilet complexes or units in rural areas. The government even advertises the effectiveness of the scheme on the number of toilets built. But most of these toilets are just single room units in villages, without plumbing or water supply. So people have resorted to using these toilets as homes and shops. Is there any other projects Swachh Bharat Mission is involved in ? What should be the focus of the cleanliness mission?. ...

Conserve Plastic Bags: January 2009
As we enter a new administration and era of Barack Obamas governance, it is time we recognize and correct the problems with our current energy and environmental policies. What I wish to focus on however, is a little-known effect of our energy attitudes of the past, which had much less regard for not only the environmental impact, but also the human impact being wagered. What needs to be brought to light are the harmful health effects being caused by fossil fuel burning and chlorofluorocarbon (CFC) release. What will be clear then is not only are we threatening the future of our planet and sustainability of resources, but the human health condition has suffered because of our environmental policies.. The burning of fossil fuel and related emissions has long been suspected to threaten respiratory health. It should be no surprise then that asthma rates are markedly higher in known high-pollution areas such as Los Angeles and surrounding area. Skin cancer rates in places like South Africa and ...

Robertson v. Methow Valley Citizens Council/Opinion of the Court - Wikisource, the free online library
We granted certiorari to decide two questions of law. As framed by petitioners, they are:. 1. Whether the National Environmental Policy Act requires federal agencies to include in each environmental impact statement: (a) a fully developed plan to mitigate environmental harm; and (b) a worst case analysis of potential environmental harm if relevant information concerning significant environmental effects is unavailable or too costly to obtain.. 2. Whether the Forest Service may issue a special use permit for recreational use of national forest land in the absence of a fully developed plan to mitigate environmental harm. Pet. for Cert. i.. Concluding that the Court of Appeals for the Ninth Circuit misapplied the National Environmental Policy Act of 1969 (NEPA), 83 Stat. 852, 42 U.S.C. § 4321 et seq., and gave inadequate deference to the Forest Services interpretation of its own regulations, we reverse and remand for further proceedings.. * The Forest Service is authorized by statute to ...
Distribution and Environmental Policy : Cost-Benefit Analysis and Distributional Preferences A Choice...
1.0 Introduction The question of a fair allocation is one with which we all grapple in many contexts. For those in decision-making positions such as policy-makers, teachers and parents, it involves the difficult task of weighing up competing claims. These claims may be presented on the basis of allowing for special needs, compensating for handicaps, rewarding additional effort or striving for equality. Economists are well aware that, as a society, we are not able to meet the unlimited wants of each individual. The fundamental issue of scarcity necessitates decisions about allocation. The questions of how resources are used as efficiently as possible to maximize the well-being of people and how the distribution of resources is made equitably are fundamental questions in economics. This book focuses on the latter question - that is, the equity or distributional aspect of economic analysis. The complexity of the notion of social justice confounds research into the equity principles and ...
The Network - Integrating Health Impact Assessments via Environmental Policy Acts
According to the American Planning Association, health impact assessments (HIAs) bring together scientific data, health expertise, and public input to understand how a proposed plan, policy, program, project, or action could affect the publics health. HIAs can provide decision-makers with critical information to identify project alternatives or potential mitigation measures, broader effects on the environment and community, and potential overall health impacts.. In a dual stage effort funded by the Health Impact Project, a collaboration between the Pew Charitable Trusts and the Robert Wood Johnson Foundation, the Network collaborated with the Association of State and Territorial Health Officers (ASTHO) to explore and analyze opportunities to imbed health considerations and HIAs into environmental reviews required by the National Environmental Policy Act (NEPA) and related state environmental policy acts (SEPAs).. These laws require various levels of advance, comprehensive environmental ...

Draft Water Supply and Wastewater Bylaws - Nelson City Council
New bylaws are required to replace Nelsons Trade Waste Bylaw, which will expire in 2014 and the Water Supply Bylaw, which will expire in 2015.. The Councils proposed replacement bylaws are amended versions of the existing bylaws.. Minor changes are proposed to the 2008 Water Supply Bylaw to remove uncertainties in interpretation.. Council also proposes to remove the details of fees and charges related to both Water Supply and Wastewater from the two bylaws, and to instead include these in future Long Term Plans and Annual Plans. This will avoid the need to go through a change of the bylaws due to changes in the charging regime.. More detail about these two proposed bylaws are available below.. The Fight over Digital Rights: The Politics of Copyright and by Bill D. Herman | Antonio Ceballos Books
Yes, they could use their videocassette recorders (VCRs) to record movies from broadcast television - or even from the rented videotape in one VCR through to a blank tape in a second VCR - in lieu of buying copies. They could record songs from the radio and even make whole copies of cassette albums using dual-cassette decks. They could make infringing photocopies of printed works, although, except for limited types of works such as sheet music, the cost of buying a licensed copy was often cheaper and remains so to this day. In many policy arenas, there are local, state, and federal policies in play; this is true, for instance, for most debates about environmental policy. Likewise, in many policy debates, administrative agencies are central players in determining policy outcomes; again, environmental policy issues are often great examples, as these debates are often, to a very large extent, over agency policy. None of this is true of copyright. Since the 1976 Copyright Act, changes in copyright ...

A new study shows clean-air regulations have dramatically reduced acid rain in the United States, Europe, Japan and South Korea over the past 30 years, but the opposite is true in fast-growing East Asian megacities, possibly due to lax antipollution rules or lack of enforcement.

Risk Management Policy and Framework
Risk refers to the uncertainty that surrounds future events and outcomes. Particularly with the current climate of change, it is essential that the Council has a strong Risk Management Policy and a risk aware culture throughout the organisation to ensure that its Key Aims are achieved. Responsibility for Risk Management rests with all Members and Officers of the Council. Members have ultimate responsibility for Risk Management as risks threaten the achievement of policy objectives.. Whilst there is a wide range of risk definitions, the one that has been adopted for the Councils purpose is that Risk is an expression of the likelihood and impact of an event with the potential to influence the achievement of an organisations objectives. The range of risks faced is very wide and covers everything from office Health and Safety, to financial, operational, and political through to reputation. Not all risks carry the same value. Risks can be classified as to their impact or the probability of their ...

Sustainable Development Goals - Wikipedia
Sustainable Development Goal 14 aims to conserve and sustainably use the oceans, seas and marine resources for sustainable development. Effective strategies to mitigate adverse effects of increased ocean acidification are needed to advance the sustainable use of oceans. As areas of protected marine biodiversity expand, there has been an increase in ocean science funding, essential for preserving marine resources. The deterioration of coastal waters has become a global occurrence, due to pollution and coastal eutrophication (overflow of nutrients in water), where similar contributing factors to climate change can affect oceans and negatively impact marine biodiversity. Without concerted efforts, coastal eutrophication is expected to increase in 20 per cent of large marine ecosystems by 2050. The Preparatory Meeting to the UN Ocean Conference convened in New York, US, in February 2017, to discuss the implementation of Sustainable Development Goal 14. International law, as reflected ...
Sustainable development and international economic law in Africa
1 INTRODUCTION. Sustainable development has gained a level of acceptance in international economic law, which is evidenced by its inclusion in the Marrakesh Agreement establishing the World Trade Organisation (WTO) and other agreements.1 Sustainable development seeks to reform international economic law through the provision of guidelines for the processes and priorities of development.2 Its purpose is to ensure that States are more resilient and better able to maintain the development achieved.3 Whilst it is generally regarded as the most suitable concept to facilitate development, its inclusion in international economic law agreements has been controversial.4 This is due to the fact that sustainable development treaty provisions have the potential to limit the policy space of countries.5 This restriction of policy space has been lauded as beneficial for developing countries since it will ensure that that the most optimal type of development is pursued.6 However, there is no agreement on the ...

AEMC - AEMC report: electricity prices moderating over the next two years
The Australian Energy Market Commission (AEMC) today released its 2014 Residential Electricity Price Trends report on factors driving electricity prices in each state and territory, which shows prices are mostly flat or falling.. The report analyses trends in the competitive market sectors of the electricity industry, the regulated networks sector, and resulting from government environmental policies. The factors driving each of the three are different, so understanding price trends involves looking into each individually.. The cost of supplying electricity has already fallen in 2014/15 following removal of the carbon price and is expected to remain stable over the following two years, although trends vary across the states and territories due to local factors.. AEMC Chairman John Pierce said the cost of poles and wires, which had previously led to significant price growth, was now expected to moderate under new rules introduced by the Commission.. The cost of the regulated network sector is ...
Environmental Justice, Science, and Democracy Forum | Union of Concerned Scientists
Indigenous communities, communities of color, and low-income communities across the United States are fighting for environmental justice (EJ). These communities have been disproportionately burdened by polluting industrial facilities and land and natural resource exploitation, which cause serious health impacts and safety hazards. EJ communities are pushing back, demanding transparency and accountability from policymakers and corporations.. Science could play a powerful role in the EJ movement. But too often, science has been used by powerful interests to minimize and dismiss community EJ concerns. The resulting legacy of mistrust creates serious challenges to productive scientist/community collaboration on EJ issues.. If our nation is to live up to its professed ideals of justice, we must overcome these challenges. Science should be a means, not an obstacle, to achieving environmental justice and informing policy decisions that benefit all. The Environmental Justice and Science Initiative ...
Abstract: This study explores the international impact of Chinese language learning on the management policy of a community Chinese language school in the United States. Chinese language schools in the U.S. used to teach Mandarin to Mandarin-speaking students who are highly homogeneous in their linguistic and cultural backgrounds. However, as the impact of Chinas recent economic development has become more international, so has the influence of Chinese language learning? This international impact of Chinese language learning is reflected in the increasingly heterogeneous student population in many Chinese language schools in the United States. These schools have to adapt their management policy to accommodate these new students, who may have a multicultural, multilingual background and do not speak Mandarin at home. This study examines one such school. This study is a case study of a Chinese language schools adaptations in its management policy when it faces the international impact of Chinese ...
1997 Declaration of the Environment Leaders of the Eight on Childrens Environmental Health
We acknowledge that, throughout the world, children face significant threats to health from an array of environmental hazards. The protection of human health remains a fundamental objective of environmental policies to achieve sustainable development. We increasingly understand that the health and well-being of our families depends upon a clean and healthy environment. Nowhere is this more true than in the case of children, who are particularly vulnerable to pollution. Evidence is growing that pollution at levels or concentrations below existing alert thresholds can cause or contribute to human health problems and our countries present levels of protection may not, in some cases, provide children with adequate protection.. Among the most important environmental health threats to children worldwide are microbiological and chemical contaminants in drinking water, air pollution that exacerbates illness and death from respiratory problems, polluted waters, toxic substances, pesticides, and ...
Exploring ecosystem services - Research in the spotlight - Vrije Universiteit Amsterdam
In spite of the increasing international popularity of the notion of ecosystem services, it is not very widely applied in Dutch environmental policies. There is therefore a great need to highlight experiences and expertise in the field in order to generate interest and support among policy makers in the Netherlands.. With its Exploring Ecosystem Services project, the IVM is seeking to develop an analytical framework with which ecosystem service applications can be demonstrated in the context of Dutch policies. The end products of this flagship project include a national workshop, a case study in Surinam, scientific publications and course material for Bachelors and Masters programmes at VU Amsterdam ...

Energy Blue Print team: scenarios for a future energy supply
The Reference scenario is based on the Current Policies scenarios published by the International Energy Agency (IEA) in World Energy Outlook 2011 (WEO 2011). It only takes existing international energy and environmental policies into account. Its assumptions include, for example, continuing progress in electricity and gas market reforms, the liberalisation of crossborder energy trade and recent policies designed to combat environmental pollution. The Reference scenario does not include additional policies to reduce greenhouse gas emissions. As the IEAs projections only extend to 2035, they have been extended by extrapolating their key macroeconomic and energy indicators forward to 2050. This provides a baseline for comparison with the Energy [R]evolution scenario. The global Energy [R]evolution scenario has a key target to reduce worldwide carbon dioxide emissions from energy use down to a level of below 4 Gigatonnes per year by 2050 in order to hold the increase in average global temperature ...
The Global Effects of Subglobal Climate Policies | Resources for the Future
Individual countries are in the process of legislating responses to the challenges posed by climate change. The prospect of rising carbon prices raises concerns in these nations about the effects on the competitiveness of their own energy-intensive industries and the potential for carbon leakage, particularly leakage to emerging economies that lack comparable regulation. In response, certain developed countries are proposing controversial trade-related measures and allowance allocation designs to complement their climate policies. Missing from much of the debate on trade-related measures is a broader understanding of how climate policies implemented unilaterally (or subglobally) affect all countries in the global trading system. Arguably, the largest impacts are from the targeted carbon pricing itself, which generates macroeconomic effects, terms-of-trade changes, and shifts in global energy demand and prices; it also changes the relative prices of certain energy-intensive goods. This paper ...

Reducing Risk: Setting Priorities and Strategies for Environmental Protection | About EPA | US EPA
For a number of reasons, this kind of fragmented approach to protecting the environment will not be as successful in the future as it has been in the past. In this country the most obvious controls already have been applied to the most obvious problems. Yet complex and less obvious environmental problems remain, and the aggregate cost of controlling those problems one-by-one is rising.. Moreover, this country--and the rest of the world--are facing emerging environmental problems of unprecedented scope. Population growth and industrial expansion worldwide are straining global ecosystems. Never before in history have human activities threatened to change atmospheric chemistry to such an extent that global climate patterns were altered.. Given the diversity, complexity, and scope of the environmental problems of concern today, it is critically important that U.S. environmental policy evolves in several fundamental ways. Essentially, national policy affecting the environment must become more ...

Sarah Preheim (Department of Environmental Health and Engineering), Anand Gnanadesikan ( Department of Earth and Planetary Sciences). Environmental policy is increasingly based on results from computer simulations, but more integration between models and observations is needed to make sound decisions. For example, the Environmental Protection Agency (EPA)regularly uses models to set the total maximum daily load (TMDL) limits for nutrients entering watersheds, such as the Chesapeake Bay, with the goal of making all waterways in the US fishable and swimmable under the Clean Water Act. Predictions used for policy decisions are typically informed by a series of models, refined by observations and represent input from a variety of scientists.. We propose to optimize the integration of sequence-based approaches into biogeochemical models, with specific application to ChesROMs, a model of the Chesapeake Bay Dead-zone. Run-off from agricultural and urban areas pollutes the Bay surface waters with ...
SWAPO - Politics, economy and environment
It is however, important to note that not all policy makers understand and value the concept of conservation; hence some policies may lack conservation understanding. Devenish (2005, p. 110) states that, Environmental problems cannot be understood without reference to the social, economic and political organisation of the societies in which they emerge, and that, Environmental policy is inextricably intertwined with political ideology. It is against therefore imperative that politicians involve ecologists in policy formulations in order to allow influence from an ecological point of view. Policies and the implementation thereof may vary across countries, since different individuals are involved. It is important that those responsible for the formulation and the implementation thereof first understand the values and norms of the people that are going to be affected by such policies. This will help the policies to avoid conflict with the people thereby avoiding protest from the community in ...

Shades of REDD+Nesting: A Good or Bad Piece of Swiss Cheese? - Ecosystem Marketplace
Despite their complexity, nested systems may, in some countries, be more likely to mobilize collective actions and achieve large-scale mitigation than a pure national approach, i.e. where only national governments have access to result-based payments. This is particularly true in contexts where governmental institutions do not have the resources to establish and enforce environmental policies and regulations.. Nested systems may also be necessary where the legal right to forest carbon should rest with those who own or have the management right to the forest. Results-based payments to national governments for ERs achieved at the national level may generate conflicts with stakeholders who claim rights to ERs accrued on a variety of lands-including private lands, lands of indigenous people, lands of peasant communities, lands granted in concessions, and lands that are under the jurisdiction of subnational governments. In other words, a national government monetizing all the countrys ERs, ...
