Peri-implantitis is an infectious disease cause by inflammation around the implant area....in the soft tissue area. Technically it is caused by spirochetes and gram-negative anaerobes. It can be diagnosed by the gingiva and bleeding. Upon further examination an x ray and bone loss may help in the confirmation. Implants must be done by an oral surgeon, periodontist or dentist that has undergone training in dental implant procedures. This is the safest way to ensure against this. All requisite precautions must be taken to avoid infection when placing the implant and  you can read more about dental implants by clicking the link.
